tile idea of having a plan where they know what will be open gpace but he thinkg Councilmember <br />Elvig was correct that they already have done some of these things and they need to tweak things <br />around a little bit. <br /> <br />Councihncmber Strommen amended the motion as follows: Authorize staff and Hoisington <br />Koegler Group Inc. to commence the Comprehensive Plan Amendment component of the <br />Growth Planning process with an addition of public input opportunity during the initial stages of <br />the amendment process. Councilmember Kurak concurred with the amendment. <br /> <br />Further discussion: City Administrator Norman requested clarification that if this motion passes <br />the public input does not have to be the first thing that is done. Councilmember Strommen <br />replied the public input needs to be done before integrating all the layers of formulating the plan. <br />City Administrator Norman stated he would recommend against this. The City needs to go <br />through a process and have information before they go out to the public. Councilmember Cook <br />stated hc feels the public input is more a part of the comprehensive plan, and not as much a part <br />of what is being discussed tonight. His main concern is that this first meeting will end up being <br />about whether residents want City sewer and water. <br /> <br />Motion failed. Voting Yes: Councilmembers Strommen, Kurak and Zimmerman. Voting No: <br />Mayor Gamcc, Councilmembers Cook, Elvig and Pearson. <br /> <br />Further discussion: Councilmember Zimmerman stated there are a lot of people on the Council <br />that are afl'aid of what the public has to say. Councilmember Elvig stated he is not afl'aid of <br />including the public. Councilmember Kurak questioned what area will be studied for the <br />comprehensive plan amendment. Assistant Community Development Director Trudgeon <br />reviewed the area and explained it will go beyond the exact property lines. Councilmember <br />Kurak noted the scope has not been determined yet. She asked if the Council will be infornaed <br />regarding this. Assistant Community Development Director Trudgeon responded in the <br />affi nnative. <br /> <br />Motion by Councihnember Cook, seconded by Mayor Gamec, to authorize staff and Hoisington <br />Koeglcr Group Inc. to commence the Comprehensive Plan Amendment component of the <br />Growth Planning process. <br /> <br />Further discussion: Councilmember Elvig stated he would be happy to have public input at this <br />level, but the tools need to be used to show the thought process. Councilmember Cook stated the <br />public input should be addressed in a separate motion. He would like to see the $90,000 start <br />working and he would like to be able to show the residents what is already known. The Council <br />has detcrmincd they want a sewer line, and that should be shown to the people. He does not want <br />to bring itl tile public until there is something to lay out for them. Councilmember Strommen <br />stated she cannot vote in favor of this until it is clarified when the public input will happen and <br />what it would entail. She stated as this is laid out the citizen input would not be included until <br />stage four.
