City Administrator Norman explained knowing which property owner would be willing to sell <br />property would help in planning the pipeline. This is why the power to negotiate is needed. <br />Councihnember Kurak asked how much of the costs are related to these discussions. <br /> <br />Assistant Public Works Director Olson replied there is a cost of $67,000 related to this, ho,vever <br />title research will also need to be done to be sure the correct person is spoken with. <br /> <br />Councilmember Kurak stated title work does not need to be done; information can be obtained at <br />the county. She inquired about the costs involved in the entire scope. <br /> <br />City Attorney Goodrich replied the total cost being outlined is $244,700. <br /> <br />Councilmenaber Elvig stated he does not know that they need to go as far as is being proposed, <br />and it begins to sound like negotiation terms. <br /> <br />Councilmember Pearson concurred. <br /> <br />City Attorney Goodrich advised the first $67,000 would be the essential portion to proceed with <br />at this point. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to authorize staff and The <br />Tinklenberg Group to begin acquisition activities for the infrastructure extension project, limited <br />to only tasks associated with property negotiations for a not to exceed cost of $67,000. <br /> <br />Further discussion: Councilmember Zimmerman asked where this money will be coming fi'om. <br />Assistant Public Works Director Olson replied it will be coming from the Enterprise Fund to be <br />paid back when the bonds are issued. City Administrator Norman explained some of the <br />easements may be purchased form the Storm Water Fund. <br /> <br />Motion carried. Voting <br />No: Councihnembers Kurak, Strommen and Zimmerman. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Negotiations with Ramsey Town Center, LLC <br /> <br />Mayor Gamec reported Mr. Feges of Ramsey Town Center, LLC would like to meet with the <br />negotiation team to discuss some issues with the master development agreement. <br /> <br />City Administrator Norman explained Mr. Feges asked that they sit down and work out terms for <br />amendments to the master development agreement due to issues related to getting the project <br />started. There are also things that need to be worked out in regards to the deed exchange on the <br />land at City Hall.
