Case #2: Review Construction of a Septic Pumper Dump Station in the City <br /> <br />Background: <br /> <br />Civil Engineer II Linton reported that staff has made contact with the Met Council regarding the <br />feasibility of placing a septic pumper dump station in the City. The Met Council/MWCC is in <br />the middle of a study regarding dump stations, which will not be finished for a couple of months. <br />They did say a dump station in the northern suburbs is needed. The study may more clearly <br />define the location of the needed station. The plan covers 0.9 acres and does not show the street <br />access. <br /> <br />Civil Engineer II Linton explained that the MWCC is looking at placing the first station near one <br />of their plants due to the high volume of solids that result from dumping the truck. They did say <br />the site should be approximately 1-2 acres, be on a 24" or larger sewer line with good flow and <br />have good security. They would entertain a proposal for a station fi.om an interested party; <br />however, they are not ready to participate in funding a station. They will be better prepared to <br />handle such a request after their study is finished. <br /> <br />Consensus of the Committee was to recommend that Staff continue working with the Met <br />Council on the issue of the new station. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case #3: Review Construction Plans for Elmcrest Park Improvements <br /> <br />Moved in the agenda to follow Case #5 <br /> <br />Case #4: Consider Policy Regarding Street Construction in New Developments <br /> <br />Background: <br /> <br />City Engineer Jankowski stated several years ago the City changed their typical section of street <br />to include two lifts of bituminous. Many developers are seeking to delay the installation of the <br />second lift of bituminous until such time as a majority of the units have been constructed. The <br />postponement of the final lift of bituminous does have an advantage. Primarily it ensures that <br />the final wear course lift of bituminous is not subsequently marred by the construction activity <br />caused during the construction of the units. The delay has also several disadvantages. The edges <br />of the concrete curb are subject to damage from snow plows during the snow removal season <br />since they sit higher than the bituminous base course that is being plowed. Similarly, valve <br />boxes and manhole castings must be set at the level of the base course or receive a wedge of <br />bituminous surrounding the casting to prevent damage to the casting or injury to the plow driver <br />and plow. The lack of the final lift also causes water to pond on the bituminous in front of the <br />curb and presents an unfinished look to the street for the initial residents of the new subdivision. <br />At the present time the City has no policy as to how long the final lift of bituminous may be <br />deferred from installation. Staff recommends that there be some limit to the length of time <br />allowable for the final lift of bituminous to be delayed from installation. <br /> <br />Motion to recommend to the City Council that it adopt the Policy Regarding Placement of the <br />Wear Course Bituminous Lift. <br /> <br /> <br />
