cc C^SE.. /D <br /> <br />ORDER BIDS FOR ELMCREST PARK IMPROVEMENTS <br />CITY PROJECT #04-20 <br /> By: Leonard Linton, Civil Engineer <br /> <br />Background: <br /> <br />Elmcrest Park is located in the northeast quadrant of the city. The fields and <br />irrigation were installed several years ago. The play fields have been mowed and <br />maintained since construction. The public has not had access to the park due to the <br />lack of adequate parking facilities. Solicitation for design of the parking <br />improvements was authorized in late 2003. Staff has been working with the <br />consultant to prepare construction plans. <br /> <br />Observations: <br /> <br />The plans provide 400 parking stalls spread around the perimeter of the playing <br />fields, providing multiple "Choice parking" spots. The Ramsey Youth Athletic <br />Association was involved in the design process to gather input in order to make the <br />layout work for large soccer tournaments and weekly games. The one way <br />circulation in the parking areas is intended to help keep traffic flowing through the <br />parking lots. The primary access to this park will be from the north. Currently a right <br />of way is not dedicated; however, the owner of the parcels north of the park, John <br />Peterson, has verbally agreed to let the city use an existing driveway to access the <br />park. The plan is to widen the driveway to 24 feet by rolling back the sod and placing <br />6" of class 5 and no bituminous. The paved street connection will be part of the <br />proposed development and will be constructed and funded by the developer. <br /> <br />The 2004-2008 CIP budgeted $400,000 for this project. The fields were constructed <br />several years ago and are ready to be used. The city told the residents to the west that <br />the park would not be used until adequate access is provided. This project will <br />provide the necessary access as well as parking. <br /> <br />The proposed costs and potential funding sources are shown below: <br /> <br />Costs <br />Engineers Estimate $ 959,000 <br />Design Fees $ 62,000 <br />Total $1,021,000 <br /> <br /> <br />
