address the amount of glare there will be and the important thing is to determine what kind of <br />feel is desired. <br /> <br />Assistant Public Works Director Olson requested Mr. Jacobson address the plans for Rhinestone <br />Street and Sunwood Drive. <br /> <br />Mr. Jacobson reviewed plans for Sunwood Drive. He indicated there would be some type of <br />porous pavement for the trees. There would be a simple treatment of scored concrete and some <br />other streetscape elements. Benches would be fixed, but not along the pedestrian area so they <br />would not have to be removed every winter. There would be a one foot clear zone back from the <br />curb that would include an area for streetscape and utilities. <br /> <br />Assistant Public Works Director Olson noted there would be a series of conduits that could be <br />expanded in the future. <br /> <br />Mr. Jacobson explained as more lanes are added to Sunwood Drive, the pedestrian way narrows, <br />but the look from end to end will be scored concrete pavement with trees, ribbon lighting and <br />furnishings. He reviewed the streetscape for Rhinestone Street, which changes between <br />residential and commercial. He explained the thing that is different about Rhinestone Street is <br />that it has an 80 foot right-of-way with a nice sized street in the middle of the right-of-way. <br />There would be parking on both sides with a wider green area, and another row of trees within <br />the right-of-way. This is a major green street that connects into the other neighborhood. He <br />indicated if the Council is in agreement with the basic principals, they are trying to get this <br />committed to paper in time for the Council to make a determination next Tuesday night. <br /> <br />Assistant Public Works Director Olson noted it was agreed in Phase One that the City would <br />build curb to curb. Nothing should be done beyond that because if the building goes in they <br />would have to rip up a sidewalk that was already put in. Staff is under the impression that <br />everything in the landscaping plan will be paid for by the developer. The City would likely have <br />lit the intersection and sidewalk on one side of the state aid road; there is an argument that they <br />should contribute a portion of that, and there will be some give and take. <br /> <br />Councihnember Elvig inquired about the planters referred to by Mr. Jacobson. <br /> <br />Mr. Jacobson indicated they are proposing to do a change out three times per year, with bulbs in <br />the spring, summer flowing plants, and mums in the fall. The association would take care of this. <br /> <br />Councihnember Elvig inquired about ice build up in the scoring and inquired if a sweeper would <br />be used. <br /> <br />Public Works Director Kapler replied a sweeper might be used on lighter snow but something <br />else would be needed for heavier snow. <br /> <br />Councihnember Kurak inquired about the maintenance of the sidewalk. <br /> <br />City Council Work Session/April 20, 2004 <br /> Page 2 of 6 <br /> <br /> <br />
