A POLICY RELATING TO <br />SOUND WALLS ALONG COUNTY HIGHWAYS <br /> AND MUNICPAL STATE AID HIGHWAYS <br /> <br />Minnesota Statutes 116.07 subdivision 2a exempts roadways under <br />municipal jurisdiction from State Noise Standards unless the roadway has <br />full access control. The construction of sound walls, while providing noise <br />attenuation, have other adverse impacts which include impaired sight <br />distances, additional construction and maintenance expenses, and negative <br />aesthetic qualities to roadways and neighborhoods. The City shall therefore <br />not provide nor require the construction of noise walls along County and <br />MSA roadways. <br /> <br /> <br />
