In late fall 2003, City Council authorized preparation of specifications and the receipt of
quotes and bids for the various elements of the project. This work has been completed and this
case will be requesting approval to complete the project. He advised that the second element of
the case is to approve the observation pier, which is in the proposed 2004 CIP for this same area.

Parks/Utilities Supervisor Riverblood indicated this project entails irrigating the entrance along
142® Avenue, the playground area and the small ball field. To the north of the playground will
be a 25 foot hexagonal shelter, with another shelter at the south side of the 'lake' west of The
Ponds Subdivision.

Chairperson Elvig asked if the shelter in the park needs to be announced to the property owners
abutting the park.

City Administrator Norman advised the residents would not need to be notified, and the shelter
will be an amenity.

Parks/Utilities Supervisor Riverblood explained in addition, amenities such as a drinking
fountain and approximately 12 trees along the trail by the new homes are provided for. He
reviewed the following improvements:

· Shelters, two, 25-foot hexagonal with cedar shakes and cupola
· irrigation, underground, 9-zone with radio control
· Watermain tap and street crossing
· Drinking fountain, vandal resistant

$39,546
7,775
11,786
2,000

Finance Committee/April 27, 2004
