Assistant Community Development Director Trudgeon explained in 1990 the City had 4 in 40 restrictions on land for everyone outside the MUSA, which was not a moratorium. That was lifted as part of the comprehensive plan approval in 2001. There has not been much activity yet, lately they have approved a couple of properties and other people are asking questions to subdivide. The City should have the proper ordinance that would not preclude development in the futm'e. Councilmelnber Cook explained when the comprehensive plan went through there was a MUSA line. However, as of now rather than a MUSA line, a city is either a MUSA city or not a MUSA city. The Met Council leaves it up to the Council to decide where the sewer will go. The City needs to take a better look at the comprehensive plan, and the Met Council is asking for a new comprehensive plan that meets the need of not having the MUSA line. It will take 90 days to get the information needed to see if it is feasible. Russ Radloff, 15720 Nowthen Boulevard, stated he does not know what is being discussed. He received a little piece of paper stating that the City will possibly put a moratorium on the development of their property, and it is hard to have much of an opinion on it now. He is really uninformed as to what they are trying to accomplish and his suspicion is he will be just as ignorant to the facts when this is voted on as he is today, unless they receive better information. Mayor Galnec explained the reason for the first hearing is to point out the fundamentals of what the City is doing, and staff can show Mr. Radloff the changes they are working on. Individual one or two acre parcels will probably not be affected, but the ten or more acre parcels that want to develop with sewer and water cannot get it there and the Council is looking at how to let these properties develop. Assistant Community Development Director Trudgeon indicated this moratorium would only restrict anyone fi'om subdividing their land that has five acres or more. Anyone owning 2-½ acres already cannot subdivide under the ordinance. A permit can still be pulled to put a house on a vacant lot, this only affects anyone planning to subdivide this summer. Mayor Gamec indicated Mr. Radloff should set up an appointment with staff to discuss this issue. Councihnember Strommen commented as the City goes into this planning process through the sumrner there will be more opportunity for public input. Joel Nelson, 9350 - 183''d Avenue, stated he owns over 20 acres and would like to know what he can tell developers that contact him. Assistant Community Development Director Trudgeon replied a process will be created to allow for development in the rural areas, especially when sewer and water may be a long ways away.
