Human Resources Manager Reed reported that the City currently contracts with Local
Government Information Systems (LOGIS) for network administration and desktop services.
Included in the 2004 budget was a new position, Information Technology Manager, which would
replace LOGIS. In February 2004, the IT Manager position was advertised. Approximately 35
applications were received and six candidates were interviewed. Based on the interview panel's
review, staff is recommending that Dean Busch be hired for the IT Manager position. The
Personnel Committee recommended approval of staff's recommendation.

Motion by Councilmember Pearson, seconded by Councilmember Kurak, to ratify the
recommendation of the Personnel Committee and adopt Resolution #04-04-100 to hire Dean
Busch for the position of full-time IT Manager at a starting salary of $57,960, plus benefits,
contingent upon successful completion of criminal background and reference checks, a pre-
employment physical and a drug screen.

Further discussion: Councilmember Elvig commented this position was included in the budget.
The City was outsourcing for this work and found it to be financially reasonable to do in house.
Hmnan Resources Manager Reed responded that is correct.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Kurak, Cook, Elvig,
Strommen, and Zimmerman. Voting No: None.

Case #2) Consider Authorization to Hire an Engineering Technician II

Human Resources Manager Reed reported staff has recommended that Aaron Madsen be hired as
Engineering Technician II at a rate of $17.31 per hour plus benefits. This hire would start in
May, or possibly June, as he would need to be transitioned from his work in the Public Works
Department. The Personnel Committee recommended approval of staff's recommendation.

Councihnember Elvig questioned how Mr. Madsen would be eased into the new position.

Human Resources Manager Reed explained Mr. Madsen would continue to help out with Public
Works until he can be replaced. Her recommendation is that he remains at public works
maintenance salary when doing public works duties and at an engineering wage when conducting
engineering technician duties.

Councihnember Elvig stated he appreciates the thought put into this.

Motion by Councilmember Cook, seconded by Councilmember Kurak, to ratify the
recommendation of the Personnel Committee and adopt Resolution #04-04-101 to hire Aaron
Madsen for the position of full-time Engineering Technician II at a starting wage of $17.31/hour,
plus benefits.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Kurak, Elvig, Pearson,
Strommen, and Zimmerman. Voting No: None.

City Council/April 27, 2004
