Chairperson Johns stated she thought that was a good addition. She asked if it would "eat up"
the available trail credit.

Parks and Utilities Supervisor Riverblood responded he had not figured the cost; however,
approximately $5,000 to $10,000 was eligible against the trail credit. There was further
discussion regarding the location of sidewalks and trails.

Motion by Commissioner Pontius, seconded by Commissioner LaMere, to approve the Alpine.
Woods park dedication of $57,200 and trail fee of $I4,300 and consider the sidewalk extension
and the trails credit eligible against those two fees.

Motion carried. Voting Yes: Chairperson Johns, Commissioners Pontius, LaMere, Lehman,
Olds, and Shryock. Voting No: None. Absent: Commissioner Ostrum.

Case #4: Map on Section 3 of Master Trail Plan

Civil Engineer II Linton explained that for the past several months, the Commission had been
receiving draft sections of the Master Trail Plan, and directing feedback to LHB, the consulting
firm assembling the documents. The process was generally on schedule and this month's review
would consist of the chapter addressing the trail corridor descriptions and the draft trail map. He
asked the Commission to recommend amendments to any sections received to date, and provide
direction on the above two elements.

Civil Engineer H Linton asked if the Commission had any feedback on Section 3 of the trail plan.

Chairperson Johns noted the piece from Lake ~tasca (?) was not shown as a part of the plan. She
asked if that was being abandoned.

Parks and Utilities Supervisor Riverblood responded "absolutely not."

Parks and Utilities Supervisor Riverblood explained LHB had done all of its draft work and the
Commission had commented formally and/or informally on those sections; therefore, the final
draft relative to the text was complete and would be before the Park Commission in May.

Discussion followed regarding the use of aerial photography to obtain accurate information.

Parks and Utilities Supervisor Riverblood indicated there was a lot of work to complete after
receiving the accurate information obtained from the aerial photographs. The Commission
should plan to make its revisions on the master plan after receiving the final draft, at which time
a Council review and/or a joint meeting or single-topic meeting should be scheduled to discuss
needed modifications.

Parks and Utilities Supervisor Riverbtood noted appropriate photos could be captured during
times of "leaf out" and when more people were using the trails and those photos could be
incorporated into the master trail plan.

Park and Recreation Commission/April 8, 2004
Page 10 of 21
