Motion carried. Voting yes Mayor Gamec, Councilmen Mickelson, Reimann, Sorteberg and Cox. Voting no None. ~[~NICIPAL BOND INTEREST RATE There was general discussion and no formal action taken. RAMSEY WASTE WATER TREATMENT FACILITY Mayor Gamec spoke regarding a CAB meeting held on Monday, March 24, 1980. The Met Council said if Federal funds are not available, they will use regional funds for this project. They said by the year 1982 service will be available at Ramsey's boundaries. POLICY REGARDING REMOVING ANIMALS FROM CITIZENS HOMES As a general policy the City Council agreed that City personnel should refrain from entering private homes for removing of animals unless there is an extreme safety hazard to occupants. PROPERTY RENTAL City Attorney Goodrich stated we have no authority at this time to rent the Raudio property and that any renter rents subject to the City's interest in the property. The City Attorney is instructed to make sure the City has no obligation to pay for the renters crop if the landsale is closed and the City takes over 'the property prior to the crops being removed. City Attorney Good- rich is 'to work out an agreement with the individual and with Mr. Raudio concerning this matter. DRAINAGE PLAN City Engineer Raatikka reviewed the plan with the Council. Motion by Councilman Cox and seconded by Councilman Sorteberg to adopt Ordinance No.80-3, an ordinance adopting Comprehensive Storm Drainage Policy for the City of Ramsey. Motion carried. Voting yes Mayor Gamec, Councilmen Mickelson, Reimann, Sorteberg and Cox. Voting no None. DISCUSSION ON DRAINAGE RESOLUTION Councilman Sorteberg felt we should wait and review further this resolution in depth.
