Councilman Reimann said City Assessor Wirz said the whole parcel is not <br />being taxed commercial. Councilman Mickelson said everything 200 feet <br />back is taxed commercial. <br /> <br />Councilman Cox said Item #5 of the findings is not correct as the ordi- <br />nance requires three (3) acres per horse. It was agreed that Item #5 <br />relates to the ordinance as it existed in 1977, and that the findings <br />should be amended to specifically state this. <br /> <br />Councilman Cox said he didn't agree that this is a "grandfathered" in <br />business, and that the only one on the Com~cil who has a "grandfathered" <br />in business is Councilman Reimann. <br /> <br />Attorney Goodrich said the issue is not Councilman Mickelsonls business <br />but rather the accessory building. Councilman Cox said he doesn't agree <br />that this is not the expansion of a business. City Administrator Schnelle <br />said there have been no complaints about Councilman Mickelson's operation. <br />Councilman Cox said he feels it is not unusual for the public to not com- <br />plain about business. Councilman Cox said that on a similar application <br />on County Road #5 or Ramsey Blvd. the City denied the application. <br /> <br />Motion by Mayor Gamec and seconded by Councilman Reimar~n to adopt the <br />proposed findings of fact with the clarification of Item #5 as above men- <br />tioned, to direct that a building permit be issued upon payment of the <br />proper fee to Comncilman Mickelson in order to complete the building, <br />and that there will be no storage of business related material in the <br />building nor storage of non related business materials which have been <br />removed from an existing building in order to create additional space <br />for business related materials. ~ ~. -~/~ ~/~~.3 ~ T~ ~ '~J~ / / <br />Motion carried. Councilman Mickelson Abstained. <br /> <br />CITY ENGINEER <br /> <br />a) Landfill Meeting - City Engineer Raatikka reviewed his April 22, 1980 <br />report on this subject with the Council. <br /> <br />Councilman Cox said some items of the report require immediate action. <br />Specifically he referred to Item #4, and also that the required quarterly <br />reports have not been received. <br /> <br />Mayor Gamec said Comprehensive Health is supposed to be handling these <br />matters. Councilman Cox said there are flagrant violations existing <br />and these matters cannot slide by. <br /> <br />City Administrator Schnelle said he would call Comprehensive Health and <br />that the reports will be sent. <br /> <br />Councilman Cox asked also if we could request a rate increase. City <br />Attorney Goodrich said this could be done because there is an existing <br />contract with the Landfill operator.
