Motion by Councilman Cox and seconded by Councilman Reima~n to have City
Administrator Schnelle proceed with a 60 day extension request and in
conjunction with Mr. NeresonMayor Gamec shall write a letter to EDA ex-
plaining the City's position on the $9,300 expenditure.

Motion carried. Voting yes Mayor Gamec, Councilmen Sorteberg, Reimar~a,
Mickelson and Cox. Voting no None.

CITIZENS INPUT

Mr. Bud Augst who is building a home in Traprock Commons was present.
He wanted to know why the Rangers are now operating a horse arena in the
Traprock Commons' Park. Mayor Gamec responded by stating at the time of
this development the developer said all the residents in the plat would
have horses, therefore, this would be a good area for a horse arena, and
that the area was always plan~ed for a horse arena, and at the time of
platting there were no objections'.

Mr. Augst said people bought lots in the plat on the assumption that the
area would be a park not a horse arena. He said the horse arena devalues
their lots and it is not used for homeowners but only for a club.

Mayor Gamec said he never remembers the area to be intended as a youth
park, as the City already had these.

Mr. Augst asked if the Mayor knows how close the arena is to the resi-
dential lots and Mayor Gamec said he did.

Mr. Augst complained about the proposed improvements in the arena and
the hours for riding. Mayor Gamec said the horse group involved is a
good group and will do a good job managing it.

Mr. Augst asked where the people will park for the horse shows. Mayor
Gamec said there are two designated parking areas and there should be
infrequent parking on the streets.

Mr. Augst said his real concern is whether this is the proper place for
such an arena and Mayor Gamec said he thinks it is and that the correct
decision was made. Mr. Augst said the park should be for everyone and
this park isn't for everyone since one needs to own a horse to use it.

Mayor Gamec said if there is a problem in the future it should be brought
to the Coumcil's attention and he's sure the Saddle Club will resolve the
problem.

Councilman Cox said citizen's input time is for problems to be brought to
Council's attention and for later review on the agenda, and therefore,
we should now move forward with the agenda.

Mr. Joe Galindo said he lives across the street from the park/arena. He
said he felt the developer deceived the public as this was-supposed to
be a park for kids. He also complained about taxes he was forced to pay
on the park. Councilman Cox said this was a matter between him and the
developer.

C/April 22, 1980
Page 2
