Merle Mevissen, Street Superintendent, said there is a washing problem because <br />there is no place for the water to go in the spring of the year. The street by <br />175th is under water in the spring. <br /> <br />Motion by Councilman Cox and seconded by Councilman Sorteberg to direct staff to <br />attempt to acquire an outlot on 175th Lane and Xerus and proceed with the necessary <br />work to take care of the drainage problem. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Reimann, Sorteberg and .Cox. <br />Voting no-None. <br /> <br />BREAKDOWN ON COST TO REFINISH BASEMENT IN CITY HALL <br /> <br />Discussion was held on the breakdown on fees for professional services to be <br />performed on completion of the lower level of the Ramsey City Hall. <br /> <br />Motion by Councilman Cox and seconded by Councilman Sorteberg to order design <br />and working drawings for completion of the lower level of the Ramsey City Hall <br />not to exceed $1~50.00. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann~ and Cox. <br />Voting no-None. <br /> <br />The meeting recessed at 10:40 p.m. <br /> <br />The meeting was called to order again at 10:50 p.m. <br /> <br />UTILIZING LANDFILL FOR HANG GLIDING; CASE OF LYLE BRADLEY AND BORIS POPOU <br /> <br />There was a special presentation by Mr. Lyle Bradley and Mr. Boris Popou <br />on'Hang Gliding. Mr. Lyle Bradley indicated he would like to use our landfill site for <br />a hang gliding operation. He said it was one of the best hang gliding sites in <br />the 5-state area. He then introduced Mr. Boris Popou, who is Mr. Hang Glider <br />of Minnesota. <br /> <br />Mr. Popou said the location is close to a populated area and it could be a <br />recreational spot for families. The slope of the hill is not too steep and <br />the height is perfect and it faces in all directions. He said they prefer <br />a slopped hill to a cliff. They prefer a nice golf-course type grassy hill. <br />He stated that they have a site called Loch Ness Park in Blaine' that they use <br />as a training site. He said the State is already behind them. <br /> <br />Mr. Popou showed and explained slides on hang gliding. <br /> <br />RAMSEY LANDFILL <br /> <br />Attorney Goodrich said Don Otter from Waste Management called him at 4:30 p.m. and <br />indicated they met several times and would agree to a rate increase of $.04/cubic yard <br />retroactive to May 1, 1980. <br /> <br />Cottncilman Cox said he felt that the city should ask for $.lO/cubic yard increase. <br />The city is running in arrears for administrative costs for the City Engineer <br />and City Attorney to negotiate this thing. <br /> <br />C/May 13, 1980 <br />Page 5 <br /> <br /> <br />
