Councilman Cox said he thought the Council had a pretty accurate assessment of <br />what the community feels on this. <br /> <br />City Engineer Raatikka said he would be opening bids June 23, 1980 and the Council <br />would receive the report at their meeting on the 24th of June, 1980. <br /> <br />COUNCIL OLD AND NEW BUSINESS CARRIED FORWARD FROM COUNCIL MEETING DATED MAY 13, 1980 <br /> <br />1) Grosslein Distributing Regarding Change in Site and Design Plan <br /> <br />Mayor Gamec said the city was notified by residents about the Grosslein situation. <br />He said Building Official Berg had been downthere and also discussed the <br />matter with City Engineer Raatikka. In the addendum, it states they have <br />movement of trucks and drainage problems. There is water that is moving back <br />from Rivlyn Street to the Grosslein property. They cut the island back and <br />the water will now go into the catch basin and ditches there. The change <br />will also alleviate the problem with trucks pulling in and out. <br /> <br />Attorney Goodrich said the city cannot change the contract. <br /> <br />Mayor Gamec said that Building OfficiaI Berg told Mr. Grosslein that he was <br />in violation of the contract and that he should have gotten approval with <br />the city before the work was done. <br /> <br />City Engineer Raatikka said he hadn't been out there, but it appears that <br />it will work out better the way it is constructed now. <br /> <br />City Administrator Schnelle said that oneof the problems will be with <br />drainage because they are taking an awful lot of water from Rivlyn Street <br />and Rivlyn Street could be causing the drainage problem for Grosslein. <br />The assessment was made to take care of the commercial area out there and <br />now there is a problem of residential water coming into a commercial area so <br />the Council may have to have a hearing with the residents. A lot of the <br />water came down the north side of Rivlyn Street this spring and there was <br />almost a solid flow coming down. The city opened up a manhole to drain the <br />water this year on Rivlyn Street. Grosslein wants the city to put a culvert <br />in there. <br /> <br />Mayor Gamec directed staff to send a letter to Mr. Grosslein that he is in <br />violation of the contract. <br /> <br />Councilman Reimann asked what the time frame was for completion of putting <br />in the trees and fence. <br /> <br />Mayor Gamec said most of the residents there don't want to be assessed, so <br />the city went with. the commercial area. The most important aspect is <br />the time those trucks will be in the street. <br /> <br />City Engineer Raatikka said he thought there will be a water problem just <br />in the spring. <br /> <br />Mayor Gamec said this spring the catch basin was flooded.
