COUNCIL NEW BUSINESS <br /> <br />1. Request for Conditional Use Permit for Greenhouse; Case of Mr. Donald Volner <br /> <br />Mr. Marvin was present as representative for Mr. Donald Volner. Mm. Marvin <br />said Mr. Volner had purchased some opaque ¼" glass inStead of plastic for <br />the greenhouse. He noted the location would be in the rear and the same <br />color scheme (black & white) as Mr. Volner's house would be used on the <br />greenhouse. The purpose of the greenhouse is for a hobby only. He noted <br />there would be no commercial use of the greenhouse and there would be no <br />plants sold whatsoever. He noted #7 of the proposed agreement, which read, <br />"In the event that this activity should become a blight and/or nuisance <br />to the neighborhood or if it in any way affects the health, safety or <br />welfare of the general public, the City reserves the right to have the <br />structure removed at the property owners expense." He showed the City <br />Council the drawings of the greenhouse. He said the surrounding neighbors <br />have signed agreements that they are okay with it. Some of the neighbors <br />objected before,~ but now they agree. This is a new proposal. <br /> <br />City Administrator Schnelle said he didn't feel there is a need in this <br />case for findings of facts because they are the same as before. <br /> <br />Mr. Volner said he has a one-acre lot. <br /> <br />City Administrator Schnelle said the last proposed greenhouse was turned <br />down because it was 624 sq. ft., but now Mr. Volner proposes a 240 sq. ft. <br />greenhouse. <br /> <br />Councilman Sorteberg noted that the Plar~ning & Zoning Committee approved <br />it, the neighbors don't mind and an agreement was prepared. <br /> <br />Councilman Reimann asked Mr. Volner why he wasn't going to sell now when <br />he used to sell before. <br /> <br />Mr. Marvin said Mr. Volner 'sold before he knew about the ordinance. <br /> <br />Councilman Cox asked Mr. Volner how he was going to heat the greenhouse <br />because before he told the council he sold plants to meet the heating <br />costs. <br /> <br />Mr. Volner said he would bring the plants inside if he has to. <br /> <br />City Administrator Schnelle noted that no one showed up for the public <br />hearing on this. <br /> <br />Motion by Councilman liickelson and seconded by Councilman Sorteberg to <br />accept and enter into agreement with Donald and Melissa Volner for a <br />conditional use permit to construct a 240 square foot (maximum) greenhouse <br />at 8121 - 154th Avenue N.W., which is legally described as Lot 4, Block <br />13, Whispering Pines Estates. <br /> <br />Motion carried. Voting yes-Councilmen Reimann, Sorteberg, Mickelson and Cox. <br />Voting no-None. <br /> <br />C/June 10, 1980 <br />Page 12 <br /> <br /> <br />
