PUBLIC HEARING <br /> City of Ramsey <br /> Anoka County <br />State of Minnesota <br /> <br />Pursuant to due call and notice thereof, the Ramsey City Council held a <br />Public Hearing regarding Street Improvement, Kangaroo Street N.W. and <br />151st Lane N.W., Whispering Pines Estates Plat II, on July 8, 1980, at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilman Sorteberg <br />Councilman Reimann <br />Councilman Mickelson <br />Councilman Cox <br /> <br />Mayor Gamec called the meeting to order at 7:35 P.M. and led in the <br />pledge of Allegiance. <br /> <br />City Engineer Raatikka said since the last public hearing of June 16, 1980, <br />which included the whole plat, the proposed project has been decreased in <br />size to include the paving of Kangaroo Street N.W., 151st Lane N.W. and <br />that portion of Iguana Street N.W. lying south of 151st Lane N.W. and the <br />area of benefit has also been changed to include all abutting properties <br />along Kangaroo Street N.W. and those properties with driveways existing on <br />151st Lane N.W. <br /> <br />He said the proposed street section is a rural-type, 24' wide street. <br />The street section proposed consists of a 3" gravel base with a 1~" <br />bituminous surface. He said this base and surface has been used in the <br />past throughout the city with favorable results. It would be up to the <br />homeowner to connect his driveway to the blacktop street. The estimated <br />costs of the project are: $16,000 for bituminous surfacing, $7,250 for Class V <br />Gravel, $3,000 {or Grading and Widening, and $5,400 for Restoration and <br />Culvert Cleaning. $31,650 is the estimatec construction cost, plus <br />contingencies, engineering & administrative costs of $7,900 for a total <br />estimated cost for street impmovement of $39,550. <br /> <br />It is proposed to assess the cost on a unit basis. The cost is divided <br />between 23 units for a total of $1,719.56 per unit. At 10% interest for <br />10 years, the annual unit cost is $279.95. As indicated in Exhibit "A", <br />only those units which have dmiveways facing the blacktopped streets will <br />be assessed. <br /> <br />Mr. Mike Nasby, 8330 - 153rd Ave. N.W. <br /> <br />Mr. Nasby said he doesn't use the road as his driveway comes out on <br />153rd Ave. N.W. and he asked why he was being assessed for this project. <br /> <br />City Engineer Raatikka said Mr. Nasby's driveway is not supposed to <br />be on a thoroughfare street.
