City Council to adopt certain public improvement reso- <br />lutions regarding the Cities street improvement program. <br />This issue was strictly a Ramsey City Council issue. <br /> <br />Developing a use of the methane gas that is being generated at the Ramsey <br /> <br />Landfill: <br /> <br />The Anoka County Board members informed the City Council of Ramsey they <br />were very interested in seeing the two bodies of government explore the <br />possibilities of harnessing the methane gas that is now being generated <br />as a bi-product at the Ramsey Landfill. <br /> <br />The Commissioners stated they had seen a landfill in California where they <br />have devised a method to harness this methane gas bi-product. <br /> <br />Consequently, they asked if the Ramsey City Council would consider enter- <br />iht into a joint powers agreement with Anoka County. The City Council <br />stated that they would agree to adopt this resolution with the one stipu- <br />lation that the Ramsey City Engineer and City Attorney review the agreement <br />and report to the Council. <br /> <br />Motion by Councilman Cox and seconded by Councilman Mickelson to adopt <br />resolution #80-81 Assignment of Various Authorities to, and declaration of <br />intent for Agreement with, Anoka County on methane gas extraction project. <br />Further, that the City Engineer and City Attorney report to Council if the <br />City would be jeopardizing any of their rights and such report be made at <br />the next regular Council meeting. <br /> <br />Motion carried. Voting yes Mayor Gamec, Councilmen Sorteberg, l~ckelson, <br />Reimann and Cox. Voting no None. <br /> <br />Ramsey's Bosmd of Review Resolution #80-1: <br /> <br />A discussion of Ramsey's Board of Review Resolution #80-1 and the Reassess- <br />merit by the County Assessor of those properties contained in Resolution <br />#80-1. <br /> <br />The County Assessor, Mr. Gayle Leone, stated he (his office) had reappraised <br />208 improved and unimproved commercial and industrial properties in the City <br />of Ramsey of which 36 properties decreased in value and 172 properties in- <br />creased values as compared to the values established by Ramsey's Board of <br />Review Resolution #80-1. <br /> <br />It was pointed out to the County Commissioners that Ramsey was not satisfied <br />with this action as they (City Council) felt their Board of Review authority <br />was being usurped by the County Assessor's Office. However, the County Board <br />stated that the County Assessor's office would be sending out new notices to <br />those concerned property owners where the reassessment had increased/decreased <br />their property valuations. The County Board further directed the County <br />Assessor to work closely with those citizens who's property valuation in- <br />creased. <br /> <br />Special Council <br />September 4, 1980 <br /> Page 2 <br /> <br /> <br />
