COUNCIL NEW BUSINESS <br /> <br />Mr. Cleatus Vicker Regarding His Proposed Vicers Riverglade Park Plat <br /> <br />City Administrator Schnelle said the owner wishes to develop a piece <br />of land at the far north end of Ramsey. He recommended that the city <br />not get involved with developers any further in this Critical Area. <br /> <br />Mayor Gamec said there has been problems with Alpaca Estates because <br />of the zoning problems there. Alpaca Estates has finally had to give <br />into the Metro Council. <br /> <br />Mr. Vickers said these properties have both the communities of Elk River <br />and Ramsey in them. He said it would be best for the two communities <br />for them to do it this way. <br /> <br />Mayor Gamec recommended the developers go to the Metro Council because <br />that is where the battle lies. The city can't approve it at 2½ acres. <br /> <br />Councilman Sorteberg said if this was planned at 5 acres, it probably <br />would go. <br /> <br />Mayor Gamec said the city will be going to argue for their own ordinances <br />but not for developers. <br /> <br />Mr. Vickers asked if the council anticipated anything. <br /> <br />Mayor Gamec said they may let the city go along the river with 4-acre <br />lots and behind them with 2½-acre lots. He said no commercial <br />property is allowed in the Critical Area. <br /> <br />2) Joint Cooperative Agreement <br /> <br />Mayor Gamec, Councilman Sorteberg and City Administrator Schnelle attended <br />a meeting in regards to Anoka County's possibilities of receiving a <br />proposed $2,000,000 HUD Block Grant on September 4, 1980. <br /> <br />Councilman Sorteberg said he felt the county should hire a specialist <br />to help all the cities with this matter. <br /> <br />City Administrator Schnelle said the city can't add staff to take care <br />of this. He said he felt the big communities like Coon Rapids and Fridley <br />could get their guidelines in but the small communities like Ramsey <br />and Andover will not be able to. He said he thought the city's <br />immediate need is to acquire the land out in back of City Hall because <br />the present facilities are inadequate. <br /> <br />It was the consensus to table this issue until the next meeting when <br />all the council members would be present. <br /> <br />State Aid <br /> <br />It is noted that the council agrees to permit the state to defer the <br />city's November 15, 1980 state aid payment until January 15, 1981, <br />at which time it will be paid in full. <br /> <br />C/September 8, 1980 <br /> Page 6 <br /> <br /> <br />
