PUBLIC HEARING <br /> City of Ramsey <br /> Anoka County <br />State of Minnesota <br /> <br />Pursuant to due call and notice thereof, the Ramsey City Council held a <br />public hearing regarding the proposed Wild and Scenic River Ordinance, <br />on September 16, 1980, at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota 55303. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilman Sorteberg <br />Councilman Mickelson <br />Councilman Cox <br /> <br />Members Absent: Councilman Reimann <br /> <br />Mayor Gamec called the meeting to order at 7:15 P.M. and led in the Pledge <br />Allegiance. <br /> <br />City Attorney Goodrich said the city agrees with the ordinance with one major <br />exception which is lot size requirements. The Wild and Scenic River regulations <br />require 4-acre lot size in the rural area and 40,000 square feet lot width in <br />the urban area. The city's zoning requirement along the river in the transitional <br />and rural service area is two and one-half (2~) acres and in the urban area <br />is one (1) acre. There is a conflict between the city[s zoning requirements and <br />the Wild and Scenic River regulations. <br /> <br />Mr. John Stine who was present from the DNR office asked to address the comments <br />that the DNR made on the ordinance. He said the city's request to have a <br />lot at 2~ acres would require some rather tedious and lengthy procedures. <br />If the city is adamant in its stand to go With the'2~ acre minimum lot size, it <br />could petition for a rule amendment. The city would be required to present <br />the DNR with evidence that there is a sufficient reason for the DNR to repeal <br />the rule. He read the Minnesota Statute Chapter 15 governing this. If the <br />city did not want to go through the procedure of petitioning, the State would not <br />approve the ordinance and therefore, the city would be notified that it has not <br />complied with the state's regulations and the DNR would be responsible to <br />develop an ordinance for the city and the city would be billed for the time <br />it took to do this. <br /> <br />Councilman Sorteberg noted that there are only a few lots that are not developed. <br /> <br />Councilman Cox said the city is not getting good reasons for the DNR's decisions. <br />He said the DNR is imposing more costs because of the new ordinance and the <br />city doesn't have the budget to keep up with them. He felt it was not fair. <br /> <br />Mayor Gamec suggesting going with the 4-acre and 2~-acre lot size and then <br />when sewer come in, go with 10,800 square feet lot width. <br /> <br />It was the council's consensus to go with 10,800 square feet lot width in <br />the Urban Area sewered reparian lot and non-reparian lot. <br /> <br />PUBLIC HEARING <br />September 16, 1980 <br />Page 1 <br /> <br /> <br />
