City Assessor to Discuss Residential Valuation Made in 1981 for 1982~ <br /> <br />The consensus of the council was to table this until the next regular council <br />meeting. <br /> <br />Mayor Gamec said on the ?th of November 1980, there would be an all-day meeting <br />at Shakopee in regards to the State Aid situation and the drafting of legislation <br />and City Attorney Goodrich would be attending. He suggested the city ask <br />that the grandfather clause for State Aids be done with. <br /> <br />Motion by Councilman Cox and seconded by Councilman Sorteberg to adopt <br />Resolution #80- 147 regarding the grandfather clause in State Aid Program <br />to be sent to ~he Governor. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilman Sorteberg, Reimann, <br />Mickelson and Cox. Voting no-None. Please refer to resolution file for <br />Resolution #80- 147. <br /> <br />6) Chapter 4£9 Special Assessment Procedure for New Plats <br /> <br />City Administrator Schnelle said the residential areas should be included <br />in the special assessment procedure. If the city treats it like the industrial, <br />it can get it done and get it out of the way. If the city is going to have <br />control of industrial areas, it should apply it to all areas. The city <br />doesn't have to do every project that comes up, but the council has to turn <br />them down for a reason. It would give the citizen a chance to buy a lot now days. <br /> <br />Mayor Gamec said the council is looking at giving the industrial the breaks <br />because it is their taxes that are going up and the residential taxes have <br />been going down. <br /> <br />City Administrator Schnelle noted that if default in assessment payments, City <br />will end up picking up payments, but also will end up owning the land. <br />A special provision will have to be written in agreement to establish some <br />safeguards. <br /> <br />Mayor Gamec said he was worried about when sewer & water comes in. There <br />would be an assessment for development, then a sewer & water assessment. <br />This would be a double assessment, one on top of the other. If the city <br />waits until sewer & water come in, then all could be under one project at <br />a lower interest rate. <br /> <br />City Administrator Schnelle suggested letting them put in Class V streets <br />and then go to blacktop when sewer comes in. <br /> <br />Much discussion was held on this issue. <br /> <br />Councilman Cox suggested at least reducing the road requirement in commercial <br />and industrial areas. <br /> <br />Councilman Sorteberg noted that some areas are not going to have sewer & water <br />for 20 to 30 years. <br /> <br />City Administrator Schnelle recommended doing it on an individual basis and <br />drafting a finding of fact on each. <br /> <br />Councilman Cox and Councilman Sorteberg agreed to work with EDC and come <br />back with recommendations to the City Council. <br /> <br />C/October 28, 1980 <br />Page 7 <br /> <br /> <br />
