LETTERS AND COMMUNICATIONS <br /> <br />Council received and reviewed a letter dated November 7, 1980 addressed to <br />Governor Quie from Ed Fields regarding the DNR water classification. <br /> <br />STAFF REPORTS <br /> <br />The reports were received smd no actions were taken regarding the same. <br /> <br />OLD BUSINESS <br /> <br />DRAINAGE PROBLEMS <br /> <br />Mr. Mason was present concerning his drainage problem. The City Attorney <br />stated that the drainage laws are such that if the City increases the run <br />off flow or the speed of the run off by blacktopping streets, the City then <br />ass~aes-the responsibility to properly dispose of this run off by the use <br />of easements. City Administrator Schnelle described the problem and report <br />that Mr. Mevissen made relating to 163rd and Olivine, which report is dated <br />November 5, 1980. City Engineer Raatikka said the drainage should be <br />directed north. There was discussion between Council and Mr. l~son regarding <br />a solution to the problem. Mr. Mason was advised that the City would be <br />watching -the problem. Mr. Mason asked if fill could be provided to redirect <br />the flow. The fill would be needed in his front yard. He said it would <br />take 600 to 700 cubic yards. This would block the drainage from other homes, <br />which is -the run off source. Mr. Mason wants to have his area higher than <br />five feet by approximately one foot. His main goal is to keep the water away <br />from the tennis court. <br /> <br />Mayor Gamec said he feels if the culvert is kept clean, this would avoid <br />the problem. He also said that bringing in fill could be too costly, be- <br />cause of other similar problems in the City. Councilman Reimann agreed. <br />Councilman Cox said perhaps the blacktop could be bermed enough to keep the <br />water out of Mr. Mason's tennis court. <br /> <br />City Administrator Schnelle said we should have a policy on this type of <br />issue and a special meeting should be set up to address these problems. <br />Mayor Gamec said we will continue to have these problems until storm sewer <br />is put in. Councilman Mickelson said every problem is different and we <br />can't have a uniform policy. Councilman Micketson also said we didn't get <br />a feasibility report on drainage when we blacktopped streets and perhaps <br />we should have. <br /> <br />City Attorney Goodrich advised that where the potential of flooding of a <br />home or damaging a drainfield is present, the City should take specific <br />action. <br /> <br />Motion by Councilman Reimann and seconded by Councilman Cox to table Mr. <br />Mason's problem in order for Merle to make a visual inspection and report <br />back to-the Council. <br /> <br />Motion carried. Voting yes Mayor Gamec, Councilmen Sorgeberg, Mickelson, <br />Reimann and Cox. Voting no None. <br /> <br />O/November 10, 1980 <br /> Page 2 <br /> <br /> <br />
