Sanitary Sewer Trunk: For residential sanitary sewer ten inches (10") <br />and larger in size. For Commerical and Industrial sanitary sewer <br />twelve (12") and larger in size. <br /> <br />Assessable Costs - *Cons.truction cost is the amount paid to contractors <br />for constructing the improvements and cost of first time seal coating <br />as estimated in new developments. <br /> <br />Committee then discussed the problems brought about by business in line <br />of the sewer that require a large amount of land for their business <br />but a minimum sewer, with regard to REC charges. <br /> <br />6. Methods of Assessment - Item 2 - The location of the structure shall <br /> not be reason to exempt large lots from additional assessments. <br /> <br />7. Storm Drainage Laterals - Storm Drainage Laterals are considered incidental <br /> to the street constructions and are assessed as part of the street costs. <br /> <br />Streets: M.S.A./County Roads - Properties along M.S.A. streets and <br />county roads will be assessed for street improvements in an amount <br />equal to 75% of the cost of a typical street <br /> <br />o <br /> <br />Hookup Policies - The owner, by written request to the City, may receive <br />a one (1) year extension to the hookup requirement upon payment of the <br />hookup fees and sac charges. <br /> <br />10. Special Assessment Hearing Procedure - Item #3 - Change Director of <br /> Finance to City Engineer. <br /> <br />11. <br /> <br />General Obligation Bond Issues by Referendum as found under heading <br />of Capital Improvements Financing - to conform with existing law <br />(20% assessment). <br /> <br />12. <br /> <br />Ramsey's Financing Policy - Item a.l.a - Assess the cost of a residential <br />street (75% of normal construction) on a unity method of front foot bais. <br /> <br />Under 170.03 Subdivision the following items were discussed: <br /> <br />170.039C - Basic Improvements Installed by Developer - Item #4 - Concrete <br />curb and gutter shall be installed in those subdivisions where sanitary <br />sewer/water and paved streets are required. Delete next sentence. <br /> <br />2. 170.039C - Basic Improvements Installed by Developer - Item #6 - Change <br /> Storm Sewers to Storm Drains. <br /> <br />170.039D - Participation of City, Residential Developments - Item #4 - <br />change "application for a building permit" to application for a <br />certificate of occupancy." <br /> <br />170.039D - Participation of City, Residential Developments - Item #5 - <br />Committee requested that City Attorney make necessary corrections as to <br />time period for assessments, delete bond and just go with letter of <br />credit.
