The Metropolitan Council uses this calculation to <br />determine how much of the planned regional growth can be accommodated by a <br />particular community. Development typically occurs at range of densities in a <br />community and therefore, in order to maintain consistent application across the <br />region, the Metropolitan Council directs communities to calculate a community's <br />growth capacity using the lowest density in the planned range.
