He stated fha% the Council <br />would be able to obtain these status cards if requested. <br /> <br />Mayor Gamec inquired into the investigation procedures of a major theft <br />crime; what the dollar amount is that determines this and what makes <br />a major theft. <br /> <br />Councilman Cox stated he didn't feel the citizens were getting full <br />representation in regard to major thefts and that not enought priority <br />was placed on major thefts in the City of Ramsey. <br /> <br />Bill Hoogestraat from the Sheriff's Department explained that the patrolman <br />on duty determines what further investigation is done and how much <br />follow-up is necessary from the County by the detail in the patrol report. <br />The patrol report determines what the Co~mty will do. The better the <br />report is, the better service can be provided to determine theft patterns, <br />leads and basic follow-up. Three out of ten crimes are burglary and <br />five out of ten are theft. As to a dollar amount, the County does not <br />have a specific dollar amount that determines the extent of investigation <br />follow-up. It was reiterated the detail in the patrol report and the <br />circumstances and invitation of the victim determine what the County <br />does as far as progressive investigation. <br /> <br />Undersheriff Dwyer stated the two incidents submitted for inquiry <br />follow-up by citizens in the City of Ramsey regarding theft were <br />both analyzed and it was determined that the victim responsibility <br />in both instances involved building materials and there was very <br />little that could be done to determine a pattern of theft in either <br />instance and that the citizens should have taken better precautions <br />for their losses. <br /> <br />Mayor Gamec stated there should be more investigation done where a <br />pattern has been set. Bill answered by stating the patrol report <br />aga±n determines what the County can do as far as a theft pattern <br />is concerned. The more detail in the report, the more the County <br />has to go on to determine and follow-up on a theft pattern. <br /> <br />Mayor Gamec inquired how long does it take the Comnty Sheriff's Department <br />to receive follow up reports on the calls answered by the County and <br />return a report for the City of Ramsey. Dwyer stated the reports are <br />typed and ready for pickup within a day except on the weekend calls. <br />They are usually ready by Tuesday. <br /> <br />Councilman Cox inquired into the Joint Law ~nforcement meetings. Dwyer <br />stated the police chiefs speak for own departments at the county meetings. <br />Mayor Gamec suggested our chief represent Ramsey instead of Ed Fields~ <br />who now is our representative at these meetings. Dwyer stated there <br />is a 7 man force requirement before this is possible. Mayor Gamec <br />suggested this be changed so the City of Ramsey could be represented <br />by its own chief at the Joint Law Enforcement Meetings. Councilman <br />Cox stated he thinks these by-laws should be changed not to need a <br />7 man force for representation. <br /> <br />Undersheriff Dwyer stated the City of Ramsey will be called upon <br />regarding the mutual aid between the cities in the county.
