8. ORDINANCE CHANGES. <br /> <br />Motion by Councilwoman Van Wagner and seconded by Cotuncilman Sorteberg to adopt language for <br />Ordinance 81-3 which is an amendment to Section 170.038C paragraph (7) of <br />Chapter 170.03 of the City Code regarding dead end city streets or cul-de-sacs. <br /> <br />Motion carried. Voting yes: Councilman Sorteberg, Cotmeilman Cox, Councilman <br />Reimann, Comacilwoman Van Wagner and Mayor Gamec. Voting no: None. <br /> <br />Attorney Goodrich stated we should have a written policy. City Administrator <br />stated the Council should get language adopted into Ordinance. <br /> <br />Background information was submitted as enclosure (D2-f) regarding the above <br />motion. <br /> <br />ll. RAMSEY KINGDOM HALL PLAN REVIEW. <br /> <br />Background informaiton: Building Official Berg and City Administrator met with the <br />Ramsey Kingdom Hall Church people in regards to their proposed new church. (See <br />enclosure (D2-h) documents in agenda as follows: <br /> <br />a. Building Inspector's memo dated March 9, 1981 regarding <br /> the above proposed church. <br />b. Proposed development agreement - The agreement is furnished <br /> for Comacil review and adoption. <br /> <br />Mr. Dean DeRemer from the Ramsey Kingdom Hall came before the Council and <br />discussed proposed building of a new church. <br /> <br />Building Official Berg asked Mr. DeRemer about the exterior finish planned. <br />Mr. DeRemer stated the church intended on using brick or at least 50% brick. <br /> <br />Motion by Councilman Cox and seconded by Councilman Reimann to enter into <br />proposed development agreement with the Ramsey Kingdom Hall Church adding <br />the agreement of at least 50% brick on the exterior upon the recommendation <br />of Building Official Berg. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilman Sorteberg, Councilman Reimann, <br />Councilman Cox, Councilwoman Van Wagner. Voting no: None. <br /> <br />10. STATE AID LEGISLATION. <br /> <br />Motion by Councilman Cox and seconded by Councilman Sorteberg to adopt Resolution <br />81-10 which is a resolution authorizing the City Attorney to take legal action against <br />the State of Minnesota to require the state to use a fair formula in state aid <br />distribution. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilman Sorteberg~ Cotuncilman Reiman~, <br />Councilman Cox, Councilwoman Van Wagner. Voting no: None. <br /> <br />Motion to amend the preceding motion by adopting resolution number 81-11 which <br />is a resolution to commence a lawsuit against the State of Minnesota contesting <br />the constitutionality of M.S.A. 162.09 (4) which statute requires the use of an <br /> <br />C/March 10, 1981 <br /> 8 <br /> <br /> <br />
