PROCEEDINGS OF THE CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF ~NNESOTA <br /> <br />A public hearing was c~lled to order by Comncilmember Reimann <br />regarding James Refrigeration's request for final plat and site plan <br />approval at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota, at 7:32 P.M. on August 25, 1981. <br /> <br />Members Present: <br /> <br />Councilmember Van Wagner <br />Councilmember Sorteberg <br />Councilmember Reimann <br />Councilmember Cox <br /> <br />Also Present: <br /> <br />City Engineer Raatikka <br />City Administrator Schnelle <br />City Attorney Goodrich <br />Reporter Eric Sandin <br /> <br />City Ehgiheer Raatikka informed the audience of James Ref~igeration's <br />plan for a superette and gas pumps at 152XX Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Mayor G~nec called for comments from the audience. <br /> <br />Bob Zelenak - 15250 Nowthen Blvd - brought forth a petition from <br />neighbors opposing this plan. <br /> <br />Council noted receiving this petition and also a letter from Bob Zelenak <br />dated August 21, 1981. <br /> <br />Resident - 15357 Nowthen - is not opposed to superette but is opposed <br />to gas pumps. <br /> <br />Richard Kvanbeck - James Refrigeration - presented photos showing the <br />proposed building. Mr. Kvanbeck does not feel the building will <br />detract from the beauty of the area, but cannot be held responsible <br />for citizens littering. James Refrigeration does require their store <br />managers to keep area policed. James Refrigeration owns the property <br />and building and subleases to Speedy Market.' We were originally into <br />refrigeration. We are trying to approach this project in a straight- <br />forward manner. <br /> <br />Albert Alberts - Pioneer Bldg. - St. Paul - Property in question is zoned <br />UMB which permits retail use. It is not a 24 hour operation. Look <br />at the entire community and the service this may render to the community. <br />There is no service garage involved, only self-service gas pumps. As <br />far as increase in traffic, I don't see any additional threat to the <br />children in the area. This community needs a tax base and more business <br />in this area. <br /> <br />Resident - 15451 Nowthen Blvd. - This is a poor location for a superette. <br />Increase in traffic will be a threat to the children in the area and <br />store operator may police the grounds, but what about the trash in the <br />ditches? <br /> PUBLIC HEARING <br /> C/August 25, 1981 <br /> Page 1 <br /> <br /> <br />
