motion to waive blacktopping and also the Site and Design Plan process. <br />Council stated at this time to place this issue as Case #8 reader <br />Council New Business. <br /> <br />Mr. Curt Titterud appeared before Council to request a five week <br />extension on his agreement to complete construction work on his <br />house. This delay, he stated, was due to the mover. <br /> <br />Motion by Councilman Cox and seconded by Councilman Sorteberg to grant <br />Mr. Cort Titterud an extension of time until October 15, 1981, to <br />complete the construction work on his house located at 6921 167th Lane <br />N.W. Motion carried. Voting Yes: Councilmembers Sorteberg, Reimann, <br />Cox and Van Wagner. Voting No: None. <br /> <br />Mrs. Wentura was present and discussed the City's request for drainage <br />and utility easements in the Peltzer Addition and BeaudryAddition <br />areas. Mrs. Wentura stated that there were several errors in the <br />Cityts easement acquisitions procedure. She stated that she is a <br />real estate broker and knows this area and real estate procedure. <br />Specifically, she said the easements will affect the marketability of <br />'the owners property, that it will affect the subdividing of the property, <br />and the buildability of the property. Mrs. Wentura further stated <br />that the mortgagees of the various properties had not been contacted <br />and until this is done the easements will be illegal. The City Attorney <br />responded by stating that the easements will not affect the subdividing <br />of the property or the buildabiti~y of the properties unless the <br />easements take away sufficient land for building. In addition~ the <br />City Attorney advised that in the past the City has not obtained <br />mortgagee's consent for drainage easement, that the easements are <br />legal, subject to the mortgagee's interest. The Council instructed <br />the City Engineer and City Attorney to discuss the subject with <br />Mrs. Wentura and resolve her concerns. <br /> <br />Mayor Gamec arrived at 8:35 P.M. <br /> <br />Motion by Councilman Reimarm, seconded by Councilwoman Van Wagner, to <br />approve~the Addendum to Council Agenda dated August 25, 1981. Motion <br />carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Cox and Van Wagner. Voting No: None. <br /> <br />COUNCIL MINUTES FOR APPROVAL <br /> <br />Motion by Councilman Reimanm, seconded by Councilman Cox to approve <br />the Public Hearing Minutes dated August 18, 1981 and Special Council <br />Minutes dated August 18, 1981, with the following corrections: <br /> <br />1. Page 2 - Motion to send flowers to Mrs. Schnelle because she <br /> was in the hospital. <br /> <br />2. Page 3 - Case #4 - Randy Elofson - should be documented that <br /> he has to get verification from EQB. <br /> <br />Page 4 - Case #12 - Anoka Ice Arena - Include comments from <br />Councilman Cox to the effect that Ramsey residents are already <br />helping to pay for the arena through private donations and <br />through the County donation. Champlin, not being included in <br />the County donation, should make a separate donation. Ramsey's <br />right to future use is built in by Cotunty donation.
