4) The applicant has not shown hard surfacing on the employee <br />parking lot as required by ordinance. <br />5) The proposed on-site septic system and future systems, in <br />my opinion, would comply with our ordinance. <br />6) Culverts have not been shown in the driveways adjacent to <br />Basalt Street. The street design in the area is a rural section <br />with ditches, and culverts will be required. <br />7) The proposed plantings adjacent to the storage area, in my <br />opinion, are adequate. However, the placement of a couple of <br />trees in the two green areas in front of the building would <br />greatly enhance the esthetics of the area. <br />8) The southerly driveway, with a width of 100 feet, would <br />appear to be excessive. <br />9) An off-street loading berth as required by ordinance is not <br />shown. <br />10) The requirement for an automatic sprinkler system will have <br />to be waived as it has been in the past for other buildings. <br />ll) The City Engineer has addressed the drainage and indicated <br />that he can see no problems. I also questioned him as to whether <br />or not all the easements had been attained on the north side of <br />Industrial Blvd. for the necessary ponding. He indicated these <br />had been acquired. <br />12) The other item that must be considered, and Mr. Dickenson <br />has also been informed of this, is the problem with his existing <br />building which was originally built for storage only. A number <br />of items, including the plumbing, on-site septic system, and <br />some of the interior construction, do not comply with the build- <br />ing code. The sewer permit was never acquired, the plumbing was <br />never inspected, and a final inspection was not done on the build- <br />ing. My requests to pursue these issue through the courts never <br />did develop. <br /> <br />The City Administrator stated Council would have to grant variances to the <br />following items: <br /> <br />3) The ordinance requires one parking space for each employee on <br />the maximum shift in industrial zones. The applicant has indi- <br />cated that he has seventy employees, but has shown only forty- <br />seven employee parking space. <br />4) The applicant has not shown hard surfacing on the employee <br />parking lot as required by ordinance. <br />9) An off-street loading berth as required by ordinance is not <br />shown. <br />10) The requirement for an automatic sprinkler system will have <br />to be waived as it has been in the past for other buildings. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Van Wagner <br />to grant variances from the City Code to items 3, 4, 9 and 10 of the above <br />listed items. The purpose for the variances is to allow Dickenson Lines, <br />Inc. to construct an overhaul and maintenance facility for the repair and <br />assembly of buses. <br /> <br />SpC/September 16, 1981 <br /> Page 2 <br /> <br /> <br />
