PROCEEDINGS OF CITY COUNCIL
SPECIAL MEETING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

A special meeting of the Ramsey City Council was held on Tuesday, October 20,
1981, at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey,
Minnesota.

Members Present:

Mayor Gamec
Councilmember Reimann
Councilmember Sorteberg
Councilmember Cox
Councilmember Van Wagner

Also Present:

City Administrator Schnelle
City Accountant Moen
City Building Official Berg
Chief of Police Auspos
City Assessor Wirz
Public Works Supervisor Mevissen

Mayor Gamec called the special meeting to order at 7:35 P.M. and led in
the Pledge of Allegiance to the Flag.

City Administrator Schnelle presented a letter for Council signatures re-
garding Waste Water Control from the City of Ramsey to Mr. Donald Simpson
of the Metropolitan Waste Control.

Councilmember Cox questioned the wording of the third paragraph and asked
that City Administrator Schnelle rewrite it to say that Ramsey would be
willing to cooperate by providing an area for the lagoon but that we would
not be willing to build the lagoon itself.

CASE #1 - CITY EMPLOYEES SALARY INCREASES FOR 1982:

Counci]member Reimann stated his first thought was to go with the Stanton
Report but now feels raises should be distributed on the basis of merit
and not by the size of the City. The Stanton Report doesn't have any bear-
ing on our City. I recommend an 8% increase plus $30 additional toward in-
sura~Co.

Councilmember Sorteberg stated he agreed with the Stanton Report. Our em-
ployees are at least average and it is only fair to pay them at the same
rate as other cities our size.

Mayor Gamec stated that we have a close working group in this office and
we are proud of the amount of work a staff this size is turning out and I
would like to keep our staff at a low count.

Councilmember Reimann stated the staff were hired because they were willing
to work and overlap jobs. If there is a problem with any employee it should
be brought to our attention to be dealt with and not hire another person to

SpC/Octoher 20, 1981
Page 1
