Motion by Councilmember Sorteberg and secon.ded by Council-
member Reimann to grant Mr. Douglas Allen Jensen an on-sale
liquor license for the Side Door Restaurant and Lounge located
at 6141 Highway #10 NW which will be effective upon the
issuance of a certificate of occupancy.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers
Cox, Reimann, Sorteberg and Van Wagner. Voting No: None.

Case #3

Conditional Use Permit Request to Operate a Pizza
and Concession Trailer; Case o~ Ms. Karol AndFe--~on:

Mayor Gamec I would really like to approve this requ~'st but
I am afraid it would set a bad precedent for a residential
neighborhood.

John McCarthy - 5710 164th Lane - If this is a ste~ping stone
to a business, couldn't City approve request for a limited
amount of time?

Councilmember Cox - Speaking of people getting a business
started, this type of situation has been going on all over
Ramsey for years. After a trial period, if she isn't in a
commercial building, her operation ceases.

Mrs. Waltz 5511 164th Lane NW - I live across the street
from the Andreasons. I have reservations regarding traffic,
sewage, odors, etc. What are the guidelines? What is my
recourse, if before the 6 month period is up, things aren't
going well?

Council replied that she should then approach the City.

Councilmember Reimann - If Ms. Andreason wants a pizza place,
she should go find some commercial space. We have been
trying to get a handle on businesses operating in a residential
area.

Mayor Gamec - I have also received a letter from Charles Klein
5551 164th Lane stating his opposition to this request.

Jim Fenneck - 5500 164th Lane - The Andreason family are
:fine people and I support their effort.

Motion by Councilmember Sorteberg and seconded by Councilmember
Cox to enter into an agreement between City of Ramsey and
Ms. Andreason approving Conditional Use Permit for a time
period of six months. Further that said agreement will not
go into affect until reviewal and approval by City Council.

Councilmember Reimann - Ms. Andreason has a peddler's license
and a trailer. You could be setting a precedent for others
with the same.

Councilmember Cox - Six months is going to be the end of it,
unlike many others who run a business out of their home and
openly advertise in the Anoka Shopper. At the end of six

C/November 25, 1981
Page 9
