CONTINUUM OF ACTION: MEETINGS <br />Security Purpose: The presence of the City of Ramsey Police <br />Department at public meetings is for the purpose of maintaining a presence <br />that will allow the moderator to carry out their responsibility. <br />Levels of Action: Occasions arise during the course of the meeting <br />that require intervention by the Police Department. The following are four <br />levels of activity and the appropriate police action: <br />Level I: Inappropriate behavior by members of the audience that <br />might be considered mildly offensive, but not a public disturbance. <br />Reaction: Upon a signal from the moderator the offenders will be <br />allowed to either continue the behavior, or if the moderator so desires, the <br />offender will be requested by the Police to cease the behavior or leave. <br />Level II: Disruption by members of the audience that violates <br />Protocol, or disturbs the ability of the participants to continue the meeting. <br />Reaction: Upon a signal from the moderator, the offending party will <br />be removed from the room by the Police. <br />Level III: Disruption that would be considered physically harmful. <br />Reaction: By either Police discretion or signal of the moderator, the <br />meeting would temporarily adjourn. Options here would include removing <br />the offending parties by the Police so that the meeting could resume, or, <br />moving the meeting to an alternate location, until the offending parties are <br />cleared from the room. (Example: Handcuffing incident, loud chanting of <br />obscenities, throwing objects). <br />Level IV: Any violation that attempts physically harm. <br />Reaction: IMMEDIATE POLICE RESPONSE. Offending parties will <br />be placed under arrest, and the safety of meeting participants maintained <br />by evacuating them from the Room. <br />Please Note: there are two "Panic Alarm" buttons mounted <br />under the Council table, one by the Mayor's seat and one by the City <br />Administrator's Seat. These may be activated in an emergency situation <br />and Police Officers will automatically be dispatched to the Council <br />Chambers. <br />
