4. PROPOSED IMPROVEMENTS
4.1 Street and Stormwater Improvements
Andrie Street and 164th Lane are part of the City's Municipal State Aid System (MSAS)
which means they must be reconstructed in accordance with Minnesota Department of
Transportation (MnDOT) State Aid standards. These standards will vary based on the
streets functional classification, projected traffic volume, design speed, and proposed
pedestrian facilities. Since an on -road bike lane is proposed with this project, the street
must be designed in accordance with the requirements of State Aid Rule 8820.9941. All
design elements, including such items as storm sewer and signing, must at a minimum
meet MnDOT design standards.
4.1.1 Andrie Street
Andrie Street is proposed to be reconstructed with bituminous pavement and B618
concrete curb and gutter to provide better drainage and allow for more cost-effective
street maintenance operations over time. Numerous streets throughout the City utilized
bituminous curbs when they were constructed. These streets appear to be deteriorating
more rapidly than streets with concrete curb and gutter due to their reduced ability to
effectively drain stormwater from pavement, and because concrete curb and gutter
protects pavement edges better.
The scope of the proposed surface improvements is shown in Figure I in Appendix A.
On -Street Bike Lane:
An on -street bike lane was recommended to be constructed with this project by the Public
Works Committee as a compromise to installing off-street concrete sidewalk which was
overwhelmingly opposed by residents in 2008/09 resulting in a petition that stopped the
project from being constructed.
The on -street bike lane is proposed to be 6 feet wide and located along the east and north
sides of Andrie Street and 164th Lane. The east and north sides were chosen because
more side street connections exist on these sides of the streets which would prevent
pedestrians wanting to use the bike lanes from needing to cross Andrie Street or 164th
Lane at each of the side streets. In addition, the north and east sides of streets receive
more sunlight so any ice, snow or water on the bike lanes will evaporate faster.
An on -street bike lane would also provide a dedicated pedestrian connection between the
existing 10 -foot wide bituminous trail along the north side of Alpine Drive to the on -
street pedestrian facilities along Jarvis Street.
Street Design:
As proposed, approximately 65% of Andrie Street and 164th Lane are proposed to be
reconstructed at their existing widths. The remaining 35% of these streets are proposed
to be reconstructed to allow for on -street parking using a width of 38 -feet from face -of -
curb to face -of -curb.
Feasibility Report
Andrie Street and 164th Lane Reconstruction
City of Ramsey Project No. 16-00 Division C
Page 7
