lour 1111.1siion: To work together to reiposffity grow our community, and to provide quality, coat -effective, and efficient government ierrlcas. <br />CC Regular Session 7. 2. <br />Meeting Date: 05/26/2015 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title: <br />Adopt Resolution 15-05-111 Approving Plans and Specifications and Authorizing Advertisements for Bids for <br />Ridgepoint Residential Development Improvements, Improvement Project #15-21 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to approve final plans and specifications and authorize advertisements for bids for the <br />Ridgepoint seven (7) unit single-family residential development improvements, Improvement Project #15-21. <br />Background: <br />The proposed Ridgepoint residential development includes extending Rivlyn Avenue and the underlying City <br />utilities to the east to serve seven (7) new single-family residential lots. Attached is the title sheet of the plans <br />prepared by the property owner's engineer, Hakanson Anderson, showing the location of the improvement project. <br />On May 12th, the City Council introduced Ordinance #15-09 approving a zoning amendment to R-1 residential, <br />introduced Ordinance #15-10 vacating permanent road easement, and approved the Final Plat, all of which are <br />requirements for allowing the Ridgepoint residential development to move forward as proposed. <br />During a previous case this evening, Council was asked to consider approval of a draft Assessment Agreement that <br />will provide the City the ability to recover all costs from the property owner for constructing the proposed <br />improvements for the Ridgepoint residential development. With this case, Council is being asked to approve final <br />plans and specifications and authorize advertisements for bids for the proposed Ridgepoint residential development <br />improvements. <br />Final plans and specifications propose to extend Rivlyn Avenue approximately 500 feet to the east using a 32-foot <br />wide urban street section with concrete surmountable curb and gutter and bituminous pavement, centered within a <br />60 foot right-of-way which will be deeded to the City. Storm sewer, sanitary sewer and watermain are also proposed <br />to be constructed with the project, including the extension of watermain and sanitary sewer to serve a portion of the <br />City of Anoka as previously approved by both City Councils via a Joint Powers Agreement. The plans also propose <br />substantial subgrade corrections by removing unsuitable subgrade soils and replacing the unsuitable soils with <br />engineered fill to provide a stable subgrade for the proposed improvements and future residential homes. The plans <br />also propose to reconstruct a portion of the Mississippi River Trail through a realigned corridor in the same general <br />alignment and vicinity. <br />Notification: <br />
