RESOLUTION #15-05-134 <br />RESOLUTION #15-05-134 APPROVING PLAYGROUND <br />AND SITE IMPROVEMENTS FOR ELMCREST PARK <br />WHEREAS, access to parks, trails, open space, and recreational playground areas, are <br />essential to the quality of life, health and welfare of the city of Ramsey's residents; and <br />WHEREAS, it has been determined that Elmcrest Park requires a community playground <br />to fully serve residents needs, now and into the future; and <br />WHEREAS, the City issued a comprehensive Request for Proposals for a 'Turn Key' <br />project that included design, drainage, landscape, border, playequipment, with installation; and <br />WHEREAS, the funding for the playground has been accounted for by way of a $100,000 <br />appropriation within the 2015 Parks Capital Improvement Program, from the Lawful Gambling <br />Improvement Fund; and <br />WHEREAS, on May 14th, 2015, the Park and Recreation Commission met and ranked the <br />five proposals received, finding that both the first and second choice vendor's proposals meeting <br />the intent of the RFP; and <br />WHEREAS, on May 21st, 2015 the first of the top two propsals withdrew in writing due <br />to not fully accomdating the cost of site grading required for the installation. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the City Administrator, or at his direction, the Parks & Assistant Public Works <br />Superintendant is hereby authorized and directed to enter into an agreement with St. Croix <br />Recreation Fun Playground Inc. for all improvements specified within their $90,000 dollar <br />proposal. <br />2) That Staff shall complete other site improvements at Elmcrest Park following the <br />conclusion of the community building project like irrigation, resupplying the drinking <br />fountatin and misting station, and blacktop trail restoration within the $100,000 balance of <br />the appropriation from the Lawful Gambling Improvement Fund . <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />and upon vote being taken thereon, the following voted in favor thereof: <br />and the following voted against the same: <br />RESOLUTION #15-05-134 <br />Page 1 of 2 <br />
