During the year, the City amended <br />the final expenditure budget for open positions that were not filled during the year and for department <br />efforts to control costs. As the graph displays, <br />expenditures increased in all categories presented above, with the exception of culture and recreation, <br />which decreased $5,683. <br />-11- <br />
