CC Regular Session <br />Meeting Date: 06/09/2015 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title <br />Adopt Resolution 15-06-146 Approving Plans and Specifications and Authorizing Advertisements for Bids for <br />2015 Street Maintenance Program Division B, Overlay Improvements; Improvement Project #15-00 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to approve plans and specifications and authorize advertisements for bids for Division B <br />of the 2015 Street Maintenance Program, overlay improvements. <br />Background: <br />As part of the city's long-term Street Maintenance Program, various city streets receive overlay improvements each <br />year to help maximize the life expectancy of street pavement sections. Overlaying streets helps to restore a portion <br />of the structural integrity of the pavement sections, while also providing some of the benefits received from <br />crackseal and sealcoat improvements. <br />Per previous Council direction, City staff prepared plans and specifications for Division B of the 2015 Street <br />Maintenance Project which involves overlaying approximately 3 miles of municipal streets in various locations <br />throughout the City. Attached are Exhibits A through C showing the locations of these streets. Plans and <br />specifications are not attached to this case but will be available for review at the Council meeting if needed. <br />If Council approves plans and specifications and authorizes advertisements for bids for Division B of the 2015 <br />Street Maintenance Program, advertisements will be published in the Anoka Union Herald and in Finance and <br />Commerce on June 13h, 19th, and 26th, then bids will be opened on July 8th. Council will then be asked to accept <br />bids and award a contract for construction on July 14th. Work could therefore commence by the end of July, and <br />staff proposes to identify a completion date of September 11th. <br />Notification: <br />No notifications were required for this case. <br />Observations/Alternatives: <br />Observations: <br />The streets identified for receiving overlay improvements with Division B of the 2015 Street Maintenance Program <br />were selected by City staff based on criteria including their Pavement and Surface Evaluation Rating (PASER), date <br />of construction, previous maintenance history, project scope, and other less tangible criteria. <br />Alternatives: <br />Alternative 41 - Motion adopting Resolution 15-06-146 approving plans and specifications and authorizing <br />advertisements for bids for 2015 Street Maintenance Program Division B, Overlay Improvements; Improvement <br />Project #15-00. <br />Alternative 42 - Motion denying adoption of Resolution 15-06-146 at this time. <br />Funding Source: <br />
