Rage 2 <br />Special Council Mtg. <br />April 16, 1979 <br /> <br />Mayor Gamec said he could not see leaving the strip of unimproved road <br />however, looking at the cost for the two individual landowners, he feels <br />he would like to see this issue tabled. The reason being that there isn't <br />a full Council and feels the Council should look into other ways of doing <br />the cost arrangement, maybe escrowing monies. <br /> <br />Councilman Cox questioned at what point the City could make that decision. <br /> <br />Councilman Sorteberg said he would like to act on this tonight whether to <br />reject it or not reject it. <br /> <br />Mayor Gamec said he would like to see this issue tabled so that Council can <br />review it without going through publishing costs for another Public Hearing, <br />etc. It can simply be rescheduled. <br /> <br />Councilman Cox suggested that maybe a portion of the Class V and some of the <br />cost could be borne by the community. <br /> <br />Mayor Gamec said he would like to see about four different alternatives <br />to accomplish this improvement project. <br /> <br />Motion by Councilman Reimann and seconded by Councilman Sorteberg to reject <br />the whole project until we get more favorable input from the property owners <br />or until there are more developments to share in the cost. <br /> <br />Mayor Gamec questioned how cost of a project such as this will be <br />affected in the future with prices constantly increasing. <br /> <br />Councilman Reimann said he did not feel that this cost could be taken out <br />of City funds because there aren't any and people don't have any money to <br />pave another street. <br /> <br />Councilman Cox said he was not in favor of the motion because with the cost <br />of blacktop going up and the pressure the City has received because of the <br />road and that it will be difficult to come back with an additional proposal <br />when none of the parcels in the future will be direct benefitters. He said <br />this matter should be reviewed and it should be tabled and indicate to the <br />persons involved when further information will be available or decide to <br />do the project as a City project and consider escrowing money from the developer <br />now. <br /> <br />Motion did not carry. Voting yes: Councilman Reimann and Councilman Sorteberg. <br />Voting no: Mayor Gamec and Councilman Cox. <br /> <br />Motion by Mayor Gamec and seconded by Councilman Cox to table this issue until <br />the April 23, 1979 meeting and that staff and engineer prepare alternate <br />ways of assessment and cost as discussed at the Public Hearing and Special <br />Council meeting, i.e., consider escrowing money from the developer of <br />Oakridge Estates, breakdown by individual unit cost, looking again at <br />benefitting property owners and consideration of City participation into the <br />cost. <br /> <br /> <br />
