Regular Council Meeting
April 23, 1979 - Page 2

She further stated that it breeds huge flies, the smell drives them inside,
dust blows constantly, the dirt isn't being sprinkled and the large trucks
create constant dust, litter is blowing onto nearby real estate. If the height
is going to be raised, the litter will go even further and the smell will be worse.
It blocks her morning sun, the view is terrible and it isn't helping their real
estate value.

Shelley Warner, 15153 Garnett Street said that because of the smell driving persons
indoors, people without central air conditioning should be provided with it.

Marilyn Galla§her, 6905 151st Avenue feels the lime could have a harmful affect
on them.

Linda Ziemer, 15051 Kamacite Street, said when they purchased their home realtors~]
didn't inform them that there was a sanitary landfill that close.

Randall Hanson, 5850 151st Avenue stated when he purchased his home last year
he was told there wasn't going to be anymore dumping by the Spring of 1981 and
asked if there was a certain definite date when it would be finished.

C. Smith, 7145 151st Avenue asked if the City had plans for a future landfill.

Mary Renner, 6295 144th asked if anything could be done about people who haul
junk to the landfill and lose~ it on the way, isn't there some way this could
be enforced.

Sharon Wentura, 15001 Hematite, states that after the high winds blew debris
on April 11, she called the Health Dept and talked to a gal who promised to
get in touch with the dump to close up operation and they didn't and further, they
didn't finish covering it. On the following Monday she talked to the County
Attorney's Office because it hadn't been covered by then and today it is still
apparent. She is concerned about protecting her real estate investment, safeguarding
the lives of children and said let's stop it in its infancy. She stated that she
is a real estate broker and thiS is a good residential area but with constant
pollution and filth from the dump it is very difficult to sell any real estate in
that area. The north and eaSt areas around the dump will be affected if they
want to use solar energy because the sun is blocked by the height of the hill.
The dump will always be a landmark, do we want this kind of landmark? They say
this is going to be a parks has the Council. considered that if the children are
sliding there that the City will be liable. There is no checking to see if there
is enough dirt cover - some of the metal and other materials will not disintegrate.
Who do we go to when there is a problem, City of Anoka, Craig Johnson or City of
Ramsey? This is affecting real estate value now and will do so in the future. Do
we want to live in the s'hadow of a dump? 151st Avenue, Kamacite Street and Garnet
Street areas are getting runoff from the dump, the ducks left the swamp last June
apparently from the condition of the water.

A lady living at 15041 Garnet said that the lime that pours down the hill killed
50 of her pine trees.

John Hei~en, 6370 143rd asked who authorized the dump and who is responsible for it
and who can make these people running it, run it in a responsible manner? He has
contacted several different agencies and couldn't get any results. He is very
upset, he feels he is abused by this dis-sanitary landfill and feels it's abusing
the water. The Health Department isn't doing their job, there should be better
rules and regulations out in this area. He said they ought to be able to bring the
damned debris out to City Hall until the City does something about it. He feels
elected people should be doing something about this.
