Special Council Meeting <br />May 8,~ 1979 ~ ?age 4' <br /> <br />Mayor Gamec explained that the Legislators of those Cities have one City it doesn't <br />benefit and four that benefit by it. That creates a problem. <br /> <br />Mayor Gamec reported on the City's stand against the League of Cities formula. <br />Their bill did go through but they changed the percent figures and are sending <br />a critique to the City in regard to it. <br /> <br />Mr. Scherer said that it is possible that the City find out how the population <br />of other communities would be affected by a change in the formula if <br />Ramsey, Andover and the.-other communities receive a greater share. He senses <br />that it wouldn't affect communities like Robbinsdaleor Anoka to that great <br />extent. He added that the Council has to realize there is another side to the <br />argument. <br /> <br />Administrator Schnelle stated that the State Local Aids formula has been this <br />way since 1973 and before with all these inequities. Consequently, if the <br />State would review the inequities in this law they would not have to increase <br />taxes and tax retired people on pensions, when there is such a waste of money going <br />on such as the City of Worthington, which has a Promotional Fund of $16,000 <br />and the State reimburses to the tune of $11,000+ to use for advertising their <br />City. Legislators who write tax laws to distribute this money need to know <br />more about local government and how State Aid monies should be funneled into all <br />Cities. As an example: Back in 1971 when the Omnibus Tax Bill was passed <br />the Legislature should not have allowed special tax levies to be included for <br />State Local Aid benefit. Reason being: the monies that are received for <br />State Local Aid and these~spec~al ta~ ~evies_a~e~nQt us-ed-~o, cQve~_~be~.~o~i~.~hat <br />created~ the s~pecial] 1.evy but go back to the General Fund which creates more <br />spending and it defeats what the Omnibus Tax Bill was established to do. <br /> <br />Mr. Scherer said he will research this matter. <br /> <br />Councilman Cox said he wants him to understand what kind of shaft the City is <br />getting by not getting money to operate and then being burdened by mandated <br />programs that we have to have. The people are here no matter if they want <br />them in Minneapolis, they won't live there, they are moving even furthen out <br />to Isanti County. <br /> <br />Mayor Gamec spoke regarding sewer, at present the City is looking at connecting <br />to Anoka TreatmentPlanl~ A section along Highway 10 to serve the Industrial <br />and Business use. This is the No. i consideration that the City have sewer <br />available to this area, they are experiencing problems with the septic systems <br />now. None of us want to see sewer in the Transitional Area or Rural Area <br />but would like to be able to tell developers a definite time that sewer will <br />be available to the Urban Area. <br /> <br />Councilman Cox said he wishes the PCA and Metro Council would get together and <br />give the City facts, he doesn't think that the City will ever get Plan approval. <br /> <br />Mr. Scherer said the Metro Council has been screwing over the northern communities, <br />short changed them on roads, sewer lines, airport, they are using people the <br />wrong way entirely. You are entitled to know a certain date on the sewer. He <br />feels there should be some way to accomplish having sewer available at a <br />certain time. <br /> <br />Councilman Cox said he knows a way, have everyone contaminate their wells <br />to the point where they have to put the sewer in. <br /> <br /> <br />
