May 14, 1979
Public Hearing
Page 2

Mr. Bowers asked why they have to have ditches when Traprock Commons roads
don't have ditches.

Engineer Raatikka explained that Traprock streets are suburban type with
a bituminous berm which directs the water to a catch basin in a low
area. The proposed street for his area is a rural section which is a
different type of street.

Mayor Gamec explained that these costs are the highest estimate and in
most cases they have come in lower.

Mr. J. Schwartz, 7805 1S6th Avenue asked what the procedure is after the
public hearing.

Mayor Gamec said the public hearing is designed to allow citizens to voice
their opinions to the Council and based on the input Council decides
~ether or not to proceed with advertising for bids. The project is
let for bids followed then by the assessment procedure and an assessment
hearing.

Mr. R. Goegy, 7931 1S6th asked who pays for maintaining these roads, 1~ inches
of asphalt doesn't seem like it's enough for the actual traffic. He
noticed other paved streets that are breaking up in the area.

Engineer Raatikka explained that there are three to four inches on County
Road S which is a 9-ton road.

Mayor Gamec added that the City streets are equivalent to 5-ton roads.
The City requires a performance bond from the firm doing the project
which guarantees the quality of the road for one year after completion.
People pay for maintaining the road after that time through their taxes.

Councilman Cox asked what road he is referring to that is breaking up.

Mr. Goegy described the area where the road is breaking up.

Engineer Raatikka said that is Whispering Pines and that those roads aren't
completed yet.

Mayor Gamec stated that the City Engineer will do a final inspection of the
roads before the performance bond is released.

Chris Norholm, 156t~ asked that with a S-ton road could they keep cement
trucks from using the road during the summer. He feels they could use Co. Rd.
5 instead and asked if signs could be posted that show the limit capacity.

Engineer Raatikka said the tonnage is based on the number of tripk. The
S-ton road will take an occasional 9-ton load with no problem, it is the
number of repitition of trips that will cause the problem.

Mayor Gamec suggested if people on a 5-ton road notice heavy traffic of this
type that they contact the City.
