The entire 201 planning process is finished through
federal grant and it is important that elected officials know what is going on.

Councilman Mickelson asked Mr. Sha how close they are to approving the
sewer designations.

Engineer Sha said the hearing on all of this is scheduled in March of 1980
and all of the plans are tied together. The Anoka portion, they are trying
to fund for 1980, remainder by 1984. If the Anoka plant stays in operation
as it is, or expanded to the limits of the site, it looks like even expanding
to the site, that part of the waste from this area will have to go down
through Champlin/Brooklyn Park. The MWWC owns the Anoka plant-not Anoka.
Regarding the question of sewer capacity at Anoka, what level of t~eatment
they had, PCA decreed that secondary treatment is all they have to be planned
for.

RECEIVING AND ACCEPTING BIDS FOR STREET IMPROVEMENT PROJECT

Engineer Sha noted Engineer Raatikka's letter dated June 25, 979
regarding the bids received for the following projects: 79-3, 79-4 and 79-5.

Motion by Councilman Mickelson and seconded by Councilman Sorteberg to Adopt
Resolution No. 79-49 Accepting the Bid of NDH Incorporated for a total
base bid of $178,914.00.

Motion carried. Voting yes: Acting Mayor Reimann, Councilmen Mickelson
and Sorteberg. Voting no: None.

Discussion was held on the costs and the fact that the City has no resources
for doing the restoration.

VARIOLITE STREET IMPROVEMENT PROJECT No. 79-2

A petition from the property owners was presented requesting an Environmental
Impact Statement.
City Attorney Goodrich stated that the City legally has no obligation to respond
to this petition but has taken it upon themselves to save the berm. Further,
that the City would not want to commit itself to doing environmental impact
statements each time something is done, there are some nice trees involved in

Regular Council Meeting
June 25,1979
Pa~e 8
