A discussion was held as to the different type of airport classifications <br />used in the State. <br /> <br />Councilman Cox inquired what their Agency's relationship is in conjunction <br />with the Metro Council as to what type of airport cl~ssification should be <br />given to Ramsey. <br /> <br />Mr. Fortman replied that the Metro Council is a designated planning agent <br />for the seven county metropolitan area and they workwith the Metro Council <br />and the two plans,~State Aeronautical Division and Metro Council have to <br />coordinate. <br /> <br />Councilman Cox said it would first have to be determined if there is <br />agreement between their department and the Metro Council. <br /> <br />Mr. Fortman replied that they know there is a demand for the airport in <br />Ramsey but to what extent and how sophisticated it should be is questionable. <br /> <br />Councilman Cox ex~oressed concern that some positive action be taken as soon <br />as possible as far as the airport site relocation so that the planning can <br />be accomplished before there are a lot of houses and development in the <br />area that could be chosen. <br /> <br />Mr. Fortm~n stated that the City would have to hire a consultant to do the <br />study and they would offer their committees and assistance. <br /> <br />Mayor Gamec inquired about grant money available. <br /> <br />Mr. Fortman replied that there is funding by the State for a study of this <br />type where they pay 2/3 and the City pays 1/3, land acquisition would be <br />eligible for reimbursement also by Federal grants up to 90 percent. <br /> <br />Mayor Gamec asked if the Metro Council Airport Search Study Committee is <br />looking at this north area for extension of the metro airport. <br /> <br />Mr. Fortman replied that their last addition to the aviation chapter a year <br />ago refers to Western Hennepin County and Dakota County based' on what they <br />foresee as demand centers. They don't see replacing the Ramseyprivate airport <br />with a municipal at the present time but it could be possible in the future, this <br />is something that would have to be reviewed periodically. <br /> <br />Councilman Cox asked if they thought the City should go ahead with their <br />proposed airport expansion. <br /> <br />Mr. Foreman said he thought the City should look at a basic utility airport <br />paved and lighted, with larger approach area, and one runway, and plan for <br />future runway extensions. Their experience has been that airports don't <br />pop up overnight and as people use it, it will grow. The City should use <br />responsible planning a~db'e'~ble to show justification. <br /> <br />Councilman Cox asked if they felt the City was moving in the right direction. <br /> <br />Mr. Fortman replied, Yes, the airport has to be publicly owned to get State <br />or Federal funding.
