Mike Pozega, 15945 Jaspar Street has a problem with his driveway
entrance where the street is paved.

Engineer Raatikka and Administrator Schnelle reported that they have
looked at this situation.

Mr. Pozega said they disturbed his culvert at the end of his driveway.

Engineer Raatikka explained the reason he is here is that under the project
they are not repairing driveway culverts, and the ditches were installed in
1973 and this culvert was put in fairly deep and has filled in since.

Mr. Pozega stated that 6 or 7 years ago they lowered Jaspar Street and
put in ditches and brought the street way down below his property.

Engineer Raatikka said his culvert is down too far and he has a real
steep bank.

Adm. Schnelle stated that his culvert has to be moved to the center and
up and it is the City's policy not to do the culvert moving, therefore,
he is before Council to seek a change of policy in this instance.

Mr. Pozega said he has been keeping it open every Spring and Fall and now
the gravel is there and he can't put his lots back in to support the culvert
as he had it in the past.

Mayor Gamec stated that wasn't this considered when the project went in.

Engineer Raatikka said the street grade hasn't really been changed.

Mr. Pozega said he needs the culvert raised and Class V taken out.

Mayor Gamec asked if this situation is the fault of the paving of the street.

Engineer Raatikka said this was an existing situation, it has been a
continual problem.

Mr. Pozega said that if it was fixed right this time that there is blacktop
it would correct this problem.

Councilman Cox asked about any other similar problems in this area.

Mr. Pozega said there is a culvert crossing 159th on the corner of his lot
and Fossum property, culvert got kinked by grader. In the Spring the
kids waiting for busses, this creates a big pond and one little child fell
in.

Engineer Raatikka said that situation would be taken care of.

Motion by Councilman Cox and seconded by Councilman Mickelson to raise the
culvert and the City is to do the work providing it will not disturb the
drainage in this area.

Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson, Reimann
and Sorteberg. Voting no: None.

Regular Council Meeting - September 24, 1979
Page 2
