PUBLIC HEARING <br /> CITY OF tL~4SEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof the Ramsey City Council held <br />a public hearing at the Ramsey Municipal Center, 15153 Nowthen Boulevard <br />N.W., Ramsey, Minnesota 55303on October 9, 1979. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilman Cox <br />Counc i'lman Mi cke 1 son <br />Councilman Re imann <br />Councilman Sorteberg <br /> <br />Also Present: <br /> <br />Adm. Schnelle <br />Engr. Raatikka <br />Atty. Goodrich <br /> <br />Mayor Gamec called the hearing to order at 8:09 P.M. and explained the <br />purpose of the hearing is to consider and review the Assessment for <br />JASPAR, IRONSTONE, 159TH LANE, 160TH LANE, 161ST LANE, 162ND LANE street improvement <br />and that the assessment is being moved up to save on interest costs. <br />The project is complete except for restoration of ditches, repair of <br />corners, etc. He added that on 160th a driveway will be blacktopped <br />by the City because of the drainage problems which the project ereated. <br />He explained the City's driveway connecting policy and that concrete <br />aprons are disallowedunless they have an expansion strip installed <br />in case there is ever a need to remove it. <br /> <br />Engineer Raatikka reviewed the project and the cost summary. <br /> <br />Mayor Gamec said there is a performance bond issued on the streets so <br />that any problems occurring are covered by the contractor and are <br />repaired. <br /> <br />A citizen on 151st Lane, asked if there are any parcels in this project <br />which will be assessed double. <br /> <br />Mayor Gamec said basically the reason for the joining of the areas was to <br />avoid this and there are none. <br /> <br />Joe McCarty, Jaspar and 162nd Lane, reported that the street project <br />has created a drainage problem and the culvert which will be draining <br />north and that his driveway would eventually be washed away. <br /> <br />Engineer Raatikka replied that any driveway culverts that are required <br />are the responsibility of the homeowner and the reason for the culvert <br />was because of the standing water on the south side of that intersection. <br /> <br />Mr. McCarty said that the City has put in driveways where the project <br />has created drainage problems. There are three driveways on 161st <br />that would be washed out because of the road coming in. The culvert <br />on 162nd is causing run off from one side of the street to the other. <br /> <br />Engineer Raatikka said it will keep from washing out the intersection and <br />there will be a longer distance for bhe water to seep also. <br /> <br />Meg Chelberg, 162nd Lane asked about concrete driveways being against <br />the ordinance. <br /> ~Bs¢~CR,HEARING - 10/9/!9 - COUNCIL <br /> IRONSTONE, 159~h LN, 16071-t LN, 161ST LN, 162ND LN. <br /> <br /> <br />
