NTI recommends scarifying and re -compacting existing subgrade soils to a minimum depth of <br />12 inches, then proof rolling the soils using a tandem axle dump truck loaded to gross capacity <br />(20 tons minimum) prior to placing aggregate base class 5 and bituminous pavement. NTI also <br />recommends that if any rutting or localized unstable subgrade areas are observed during proof <br />rolling, those areas should be subcut, moisture -conditioned, and re -compacted or removed to a <br />stable depth, and that excavations for soil corrections in paved areas should extend 2 feet past the <br />pavement edge. NTI estimates that a properly prepared subgrade for Andrie Street and 164th <br />Lane would have an average stabilometer R -value of 40. <br />NTI's pavement recommendations assume the subgrade soils and aggregate sections below <br />paved surfaces drain to subsurface piping for eventual discharge into storm sewer. NTI also <br />recommends that new pavements receive annual maintenance, at a minimum, to repair damages <br />to the pavement structure, clean and infill cracks, and repair or resurface areas which exhibit <br />reduced subgrade performance. <br />3.2 Watermain <br />Watermain does not currently exist under Andrie Street or 164th Lane. <br />3.3 Sanitary Sewer <br />Sanitary sewer does not currently exist under Andrie Street or 164th Lane. <br />3.4 Storm Sewer/Drainage <br />Stormwater runoff drainage is currently conveyed along the outside edges of Andrie Street and <br />164th Lane using bituminous curbs, where it is then collected in a minimal number of concrete <br />catch basins and routed through storm sewer pipes to existing wetlands, stormwater drainage <br />conveyances, and ponding facilities. <br />3.5 Streets <br />3.5.1 Existing Typical Sections <br />Andrie Street and 164th Lane are centered in 66 foot wide City -owned right-of-ways. The <br />bituminous pavement sections are 31 feet wide from back -of -curb to back -of -curb. All <br />curb along these streets are also bituminous. <br />Parking is currently allowed on both sides of the streets. No pavement striping exists. <br />3.5.2 Maintenance History <br />The bituminous pavement sections on both segments of Andrie Street and 164th Lane <br />were originally constructed in 1985 and received sealcoat treatments in 1992 and 1999. <br />Both streets have also received extensive pavement patching over the years to maintain <br />the streets in passable condition. <br />Feasibility Report <br />Andrie Street and 164th Lane Reconstruction <br />City of Ramsey Project No. 16-00 Division C <br />Page 5 <br />
