4. PROPOSED IMPROVEMENTS <br />4.1 Street and Stormwater Improvements <br />Andrie Street and 164th Lane are part of the City's Municipal State Aid System (MSAS) <br />which means they must be reconstructed in accordance with Minnesota Department of <br />Transportation (MnDOT) State Aid standards. These standards will vary based on the <br />streets functional classification, projected traffic volume, design speed, and proposed <br />pedestrian facilities. Since an on -road bike lane is proposed with this project, the street <br />must be designed in accordance with the requirements of State Aid Rule 8820.9941. All <br />design elements, including such items as storm sewer and signing, must at a minimum <br />meet MnDOT design standards. <br />Per City Council direction on January 11th, this report also briefly explores an alternate <br />street design requested by numerous Northfork residents proposed to be assessed for <br />these improvements. The alternate design is essentially the design that was proposed <br />with the original project that was designed and bid in 2008/09, but was never constructed <br />due to a petition. The alternate design explores a 32 foot wide street section consisting of <br />two through lanes, a parking lane on one side of the street, and no on -street bike lane. <br />4.1.1 Andrie Street <br />Andrie Street is proposed to be reconstructed with bituminous pavement and B618 <br />concrete curb and gutter to provide better drainage and allow for more cost-effective <br />street maintenance operations over time. Numerous streets throughout the City utilized <br />bituminous curbs when they were constructed. These streets appear to be deteriorating <br />more rapidly than streets with concrete curb and gutter due to their reduced ability to <br />effectively drain stormwater from pavement, and because concrete curb and gutter <br />protects pavement edges better. <br />The scope of the proposed surface improvements is shown in Figure 1 in Appendix A. <br />On -Street Bike Lane: <br />An on -street bike lane was recommended to be constructed with this project by the Public <br />Works Committee as a compromise to installing off-street concrete sidewalk which was <br />overwhelmingly opposed by residents in 2008/09 resulting in a petition that stopped the <br />project from being constructed. <br />The on -street bike lane is proposed to be 6 feet wide and located along the east and north <br />sides of Andrie Street and 164th Lane. The east and north sides were chosen because <br />more side street connections exist on these sides of the streets which would prevent <br />pedestrians wanting to use the bike lanes from needing to cross Andrie Street or 164th <br />Lane at each of the side streets. In addition, the north and east sides of streets receive <br />more sunlight so any ice, snow or water on the bike lanes will evaporate faster. <br />An on -street bike lane would also provide a dedicated pedestrian connection between the <br />existing 10 -foot wide bituminous trail along the north side of Alpine Drive to the on - <br />street pedestrian facilities along Jarvis Street. <br />Feasibility Report <br />Andrie Street and 164th Lane Reconstruction <br />City of Ramsey Project No. 16-00 Division C <br />Page 7 <br />
