Public Hearing 1/10/77 <br />McGregor's proposed develop- <br /> ment <br /> <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />A Public Hearing was held on January 10, ~77, at Ramsey Elementary School, <br />15000 Nowthen Boulevard, N.W., Ramsey, MN 55303. <br /> <br />Present: <br /> <br />Mayor Cox <br />Councilman Gorham <br />Councilman Mickelson <br />Councilman Muller <br />Councilmn Reimann <br /> <br />Also Present: <br /> <br />Adm. Asst. Nereson <br />Dep. Clerk Peddycoart <br /> <br />Mayor Cox called the public hearing to order at 7:08 p.m. The purpose of the <br />hearing is to give the citizens an opportunity to indicate their feelings <br />to the Council on the McGregor liquor license proposal. <br /> <br />Mr. Nereson stated that the proper notices have been posted and published for <br />this Public Hearing. He reviewed a memo he sent to Council regarding the <br />proposal. <br /> <br />He said a Public Hearing for a Conditional Use Permit on three retail shops <br />has been conducted by Planning & Zoning. The lot and yard requirements are being <br />met. Height regulations are being met. General regulations such as off-street <br />parking require 87 parking spaces, 77 spaces are shown on the plan, however, <br />expansion area is available for up to 144 spaces. The parking lot is to be bituminous <br />surfacing. Regarding screening, the owner indicated that wo'uld be taken care of in <br />the event there would be any outside storage. The ordinance requires 120 guest seating <br />and 2500 square foot dining room. The plan shows 179 seating capacity with a total <br />dining area of 2,580 square feet. <br /> <br />Mr. Nereson said the owner has completed the license application and has paid <br />the $400 investigation fee. Police Chief Auspos has completed his report. The <br />city assessor indicated that $200,000 minimum fair market value will be met in <br />accordance with the ordinance. <br /> <br />Mr. Nereson read a letter from Attorney Goodrich. Attorney Goodrich recommends <br />Council have the bond read that no cancellation can be made by any party without 30 days <br />written notice of intention to cancel such bond. Attorney Goodrich also is requesting <br />the insurance carrier clarify by letter the basis of insurance premium to gross sales. <br /> <br />Common entrance or exit. There may be a question whether this violates the <br />ordinance. It appears that the on sale will have one entrance which will be used <br />for the other three shops. The plan is very much in keeping with tile ordinance <br />language and therefore, this is interpreted to indicate that there are no problems. <br /> <br />Councilman Gorham questioned what a public concourse is. He said he sees it as <br />being associated with an airport and things like that. <br /> <br />Mr. Nereson said the owner and his architect have contacted our engineer concerning <br />on-site disposal system. The report from the engineer indicates basic compliance <br /> <br /> <br />
