-4- <br />Regular Council Meeting <br /> 2/28/'77 <br /> <br />Council consensus is the City shall pay the incidentals and $5.00/hour <br />part time wages up to 230 hours. <br /> <br />Recommendations on P & R appointments. Council decision is to Wait to review all <br />applications before making appointments. <br /> <br />Police Report was read by Mr. Nereson. <br /> <br />Community School Program. <br /> <br />Mr. Potts reported he is at the meeting for questions council may have on the survey <br />and to present the tentative Spring Program. <br /> <br />Discussion was held. <br /> <br />Mayor Cox emphasized again that the Council is concerned about the youth <br />program. He said he doesn't want to see Mr. Potts bogged down because of adult <br />programs to where he can't handle the youth programs. He said he is 100% <br />supportive of a good youth program. <br /> <br />Mr. Potts said he spends most of his time on youth programs, he sets up the <br />adult programs but for the most part, they run themselves and he feels they <br />can be offered. <br /> <br />Mayor Cox stated he doesn't care how many they have as long as they aren't <br />utilizing Mr. Pott's time. <br /> <br />Mayor Cox asked Mr. Potts questions concerning teen open night. <br /> <br />Mr. Potts said he has parents who indicate a willingness to help, however <br />he has not followed up on getting them and they do not always have the time <br />on these evenings, it is difficult to get people tied down. He said with <br />30 to 40 teenagers at open gym, the kids need more direction, with open <br />access to the halls, because not all kids are able to use the gym. <br />He said he needs 2 to 3 people to supervise the halls and organize the activities. <br /> <br />Mayor Cox asked if there has been any unrulyness. <br /> <br />Mr. Potts replied they have had some minor problems which can be overcome. <br /> <br />Mayor Cox again asked if any direct problems occur with not having the kind <br />of control Mr. Potts suggests. <br /> <br />Mr. Potts said there was an incident which had occurred at the school a couple <br />weeks ago, he was not there on the night, and isn't exactly sure what happened, <br />but it was pre-planned by a few teenagers who made somewhat of a mess in the <br />school and he hated to see the whole community school program put on the line <br />because of it. <br /> <br />Mayor Cox stated the Community School has to be responsible and let the Council <br />know about incidents such as this so'they can have the answers for the citizens. <br />He said one person at the last Council meeting made comments about the warming <br />house not bein~ open when it was supposed to be. He said if this is the case, the <br />City wants to know about it. We have to get problems resolved even if it means <br />going to the school board. <br /> <br /> <br />
