2016 Anoka County <br />Legislative Platform Items (DRAFT) <br />Active Lobbying <br />Transportation <br />The Anoka County Board of Commissioners recommends: <br />• Funding for Highway Ten projects at Fairoak and Thurston, Ramsey Boulevard and <br />Sunfish Lake Boulevard. <br />• State Trunk Highway funds for the Highway 10 expansion from four lanes to six lanes, <br />through Coon Rapids. <br />• I-35 Interchange project at TH 97/CSAH 23 <br />• State funding for railroad grade separation projects_ <br />Human Services <br />The Anoka County Board of Commissioners recommends: <br />• Administrative funding to counties to support their monitoring and oversight <br />responsibilities of the Group Residential Housing Program. <br />• Repeal of the 100% Cost of Care requirement to counties (MN Statute 246.54, sub. 1) for <br />individuals committed to the Anoka Metro Regional Treatment Center (AMRTC) to <br />previous rates at a minimum and to oppose any additional cost shifts to the county. <br />• State appropriated funding be utilized to increase the (0-5) age group basic rate for child <br />foster care placements. <br />General Government <br />The Anoka County Board of Commissioners recommends: <br />• Any changes being made to the Fiscal Disparities Program should only be considered <br />within a framework of comprehensive property tax reform. Anoka County opposes <br />future diversion from the Fiscal Disparities Program to fund specific programs or <br />projects, as this would contradict the purposes of the program. <br />• Veterans Housing — secure special legislation that removes deed restrictions on future <br />uses of the property known as the Rum River Human Services Complex formerly known <br />as the Anoka Regional Treatment Center. <br />
